                        RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, May 19, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long.

 

Pledge of Allegiance

 

Those present:  Gehle, Rutledge, Fox, Pontsler, Dooley, Heitkamp

Also attending:  Gene and Mary Steiner,  Jeff Long.  Srgt. Stetler, Glen Keeling, Chase Heitkamp, Kathy Thompson of the Daily Standard

 

Motion Fox,  Second Pontsler to accept the agenda as orders of the day. Gehle called for the question.  Fox = y, Pontsler = y, Gehle = y, Rutledge = y, Dooley = y, Heitkamp = y.  Passed 6 yes.

 

Motion: Gehle.    Second Fox to accept the minutes from the

May 5, 2015 council meetings as presented.  Dooley called for the question.  Gehle = y, Fox = y, Dooley = y, Rutledge = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

Mayor’s Report and Correspondence:

 

Presentation by Mayor Joseph to Gene Steiner. “ Thank you for your dedication and loyal service as Mayor and Councilman for the Village of Rockford.”  Thank you for your years of service to make Rockford a better place to live.”

 

PROCLAMATION by Mayor Joseph – “The Village has many citizens who ride motorcycles for touring, recreation, and economical transportation.  I urge all citizens to use extreme caution when driving their automobiles and extend to motorcycles the same courtesy they wish to be afforded to them.  I proclaim the month of May 2015 as Motorcycle Awareness Month.”

 

June 12th – Principles in Leadership Seminar – 6 pm – Rockford Community Building.  FREE and open to the public.    * Speakers are servants that enjoy sharing information and making the world a better place.

 

June 19-21 – Rockford Community Days –  concert events:   Thom Mckee, Shelby County Line, Nut Flush, & Kill the Rabbit other events include:

21st Annual Cruise in Car Show, Fox Family Ride, Chamber FUN Challenge, Quarter Auction, fireworks and parade !

Village Administrator’s Report – Jeff Long

 

Held committee meetings last week to give updates on village projects.

 

Pontlser to Jeff – do we have an ordinance that requires people to keep mowed grass off the street.  Yes, we do for several reasons – we don’t want the storm drains getting plugged and it’s dangerous for cyclists.  Jeff and Lisa to work on public notice.

 

 

 

Committee Reports

 

Finance Committee –  Gary Fox

 

Motion Pontsler  Second Gehle to pay the bills in the amount of $37,864.32  Dooley called for the question.  Pontsler = y, Gehle = y, Dooley = y, Rutledge = y, Fox = y , Heitkamp = y.  Passed 6 yes.

 

2016 Budget hearing will be scheduled for July 7th at 7:15 pm with the annual budget to the county auditor by July 15th.

2015 Rockford Recreation Association Board Members

 

Officers:

President – Ryan Thompson

Vice President – Joel Henkle

Treasurer – Ryan Sipe

Secretary – Brent Agler

 

Board members:  Chad Hamrick, Cort Smith, Jeff Bollenbacher,

Chad Bruns, Wilbur Fox, Andy Rogers, Adam Carpenter, Ryan Berry

 

Motion for Approval – Rutledge, Second Fox, Dooley called for the question.  Rutledge = y, Fox = y, Dooley = y, Gehle = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Held Service Committee meeting on May 12th.  We will be going ahead with Columbia St if we get the needed funding.

 

Fox question – would there be cost savings to plan 2 streets at once.  As far as design,  no overall savings.  It’s all based on hourly design time.

 

 

Safety Committee:     Chris Heitkamp

 

Had a short meeting with Paul regarding safety.  Will be holding another meeting in the next several weeks.

 

 

Economic Development Committee:  Rob Rutledge

 

Held Economic Development committee meeting on May 12th.  Discussed some preliminary plans and will have another meeting in 2 weeks.

 

 

Public Utilities Committee:   Steve Gehle

 

Utility Committee Meeting was held on May 12th @ 7.  Discussed the industrial Park water and sewer plans.  Talked about the upgrade to the sewer plant and the sewer infrastructure to be done at the sub division.

 

When the water plant was built we planned for growth.  We, at this time, could see a 50% increase and still be good.  We have the possibility for growth even after that, if we are blessed with more residents and manufacturing, without building on by adding a couple of new tanks.  We are in good shape.

 

4-wheelers should not be driving around the sewer plant area.  This is private property.

 

Rules Committee:      John Dooley

 

* Mayor / 2 Council seats to be on the ballot in November.  The deadline for

information to be turned in to the Board of Elections is August 5th.
