Council called to order by Mayor Amy Joseph on

Tuesday, May 3, 2016 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long

Motion Fox. Second Gehle to accept the agenda as orders of the day.  Pontsler called for the question.  Fox – y, Gehle = y, Dooley = y, Pontsler = y, Rutledge = y, Dooley = y.  Passed 5 yes.

 

Motion Rutledge. Second Fox  to accept the minutes from the

April 19, 2016 council meetings as presented. Dooley called for the question.

May 7th – Tire Amnesty Day – Mercer County Fairgrounds – 9 am = 1 pm

Contact 419-586-3695 for more information. If there are tires around town after this date – there should be citations written.  There is no excuse to miss this opportunity to get rid of them.

 

May 12th – Rockford Chamber of Commerce Meeting – 8 am – Village Hall

 

May 21st – The Rockford Belle – Blind Date Concerts – Doors open at 6 pm.  Show starts at 7 pm.

Village Administrator’s Report – Jeff Long

 

A request has come in from Blair Shaffer to close a right away in order to build a garage. The right away is in grass and does not go anywhere.   The council looked at an overhead view of the area.  They see no problems.  Blair and his neighbor would need to assume the costs in getting the paperwork ready to

be officially brought to council for approval.

 

Another concern regarding some blocked allys – Please have Tom and Bubba note the blocked allys and then the police department should give out notices to keep the areas open.

 

Pontsler noted some issues with brush pick up. This will be taken care of.

 

 

Committee Reports

 

Finance Committee – Steve Gehle

 

Motion Fox. Second Pontsler  to approve bills submitted in the amount of $26,034.19.  Dooley called for the question.  Fox = y, Pontsler = y, Dooley = y, Gehle = y, Rutledge = y.  Passed 5 yes.

 

Motion Dooley to approve the April monthly financial reports –

Cash Summary by Fund, Appropriations report, Revenue Report,

Bank reconciliation, Budget vs Actual activity report. Second Fox.  Pontsler called for the question.  Dooley = y, Fox = y, Pontsler = y, Gehle = y, Rutledge = y.  Passed 5 yes.

 

Motion Pontsler to approve April monthly transfers. Second Dooley.  Fox called the question.  Pontsler = y, Dooley = y, Fox = y, Gehle = y . Rutledge = y.  Passed 5 yes.

 

 

The 2017 Annual Budget to Mercer County Auditor by July 15th. We will have a public hearing on July 5th at 7 pm.

 

Need to pay the engineering fees for the sub division. Will need to transfer $10,000 from general.

 

Motion Dooley. Second Fox to transfer $10,000 from the General Fund to the 4909 Sub Division Fund.  Rutledge called for the question.  Dooley = y, Fox = y, Rutledge = y, Gehle = y, Pontsler = y.  Passed 5 yes.

 

Review Finance Committee meeting information that was held before council was about the sub division next step which we took care of previously, the need to pay the engineering fees for the plot map.  Once the plots are laid out, we should be ready to proceed with development of the 1st 13 lots.

 

 

Service Committee:   Greg Pontsler  

 

The Splash Pad Committee, The Park Board and the Village going in together to purchase (3) animal shaped trash cans for Shanes Park. A dolphin and 2 bears.  The hope is that this will encourage kids to dispose of waste properly.

 

Monday mornings should be trash removal day at the park.

 

 

Safety Committee:     Chris Heitkamp – absent

 

Economic Development Committee: Rob Rutledge  – nothing

 

Public Utilities Committee:   Wilbur Fox

 

Would like to thank Jeff and Village crew for work done on the new building. Looks very nice.  Good job !    Rails have been ordered and we will be working on the handicap spaces for parking.

 

 

Rules Committee:      John Dooley  

 

The Rules committee will have a meeting on May 17th at 7 pm to discuss ideas to get the ordinances in an easy to access version on the web site.

 

 

Old Business

 

Community aggregation – we have not heard anything. The information has been sent to PUCO, we are just waiting for approval.

 

 

New Business

 

The Fox Family Ride committee will be having a Pork Dinner on June 18th from

4 pm – 6 pm. Tickets are $7 – available at the Village office, TJ’s and Barrys.

 

Fox Family Ride committee selling Harley raffle tickets – $10
