Meeting Minutes: May 21, 2013

RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph on
Tuesday, May 21, 2013 at 7:30 pm at the Rockford Village Hall.

Invocation was given.

Pledge of Allegiance

Those present: Gehle, Steiner, Pontsler Searight.
Blossom and Heitkamp – absent

Also attending:  Jeff Long, Amy K. of  the Daily Standard, Paul May,
Andrea Pindell and Connie Quigg.

Moment of silence for the Oklahoma tornado victims and families.

Motion  Steiner   Second Gehle to accept the agenda as orders of the day.
Searight called for the question.  Steiner = y, Gehle = y, Searight = y, Pontsler = y.  Passed 4 yes.

May 7 , 2013  council meetings as presented.  Searight called for the question.

Visitors to Address Council:

Andrea Pindell gave a report on the opening of Sunshine Oil formerly known as The Clark Station.  They will be getting a new sign, new gas sign and will be doing some painting.  The hours will be 8 – 5 for about 2 weeks until they get stuff up and running.  There will be a Grand Re-opening during Community Days.  Would appreciate local support.  They will be joining the Chamber.  They have obtained a liquor licence.

 

Mayor’s Report and Correspondence:

Received a letter from Roy Thompson regarding public records.  He was given a packet of information this past week.  We believe we have given all the information he has requested.

 

 

Village Administrator’s Report – Jeff Long

 

Ecoli test = 0

Meeting scheduled on Thursday with the engineers regarding Pearl/Vine St.
Working on park, cleaning up streets.  Keeping things to code.

 

Committee Reports:

Finance Committee – Ron Searight

Motion Pontsler to pay the bills in the amount of $9,363.95  –  Second Gehle.
Bills included some tax refunds and normal operating expenses. Steiner called for the question.                                                                                                                                                   Pontsler = y, Gehle = y, Steiner = y, Searight = y.  Passed 4 yes.

Motion Steiner.  Second Pontsler to accept the Mayors Court pay in of $264.00.
Gehle called for the question.  Steiner = y, Pontsler = y, Gehle = y, Searight = y.
Passed 4 yes.

Finance Meeting scheduled for May 29th at 7 pm.  All department heads should be in attendance.  We will be discussing the audit.

Resolution 05-13
Village of Rockford, Business Credit Card Policy
The purpose of the Credit Card Policy is to facilitate purchases related to the Village of Rockford.  The policy provides internal controls to ensure that staff members comply with all applicable laws.

Post Audit Meeting with Ohio State Auditors scheduled for
Friday – May 31st @ 2pm.

The 2014 Annual Budget needs to be at the Mercer County Auditor by July 19th.  We will schedule a Public Hearing July 16th at 7 pm before the council meeting.
This will need published in the Photo Star.

 

Service Committee:            Greg Pontsler

Ohio Department of Transportation  – Culvert Replacement Project
Property Owner Notification.  ODOT intends to replace the existing culvert under State Route 117 along a drainage ditch near the intersection with Smith Road.

 

FunnyBones Playsets to finish enclosing the houses and need to finish the boardwalk at the park.

RESOLUTION 06-13

Ohio Department of Transportation  – Preliminary Legislation – Village Consent.
ODOT is proposing to overlay the bridge deck over the St. Mary’s River within the Village of Rockford.  This project is scheduled for Fiscal year 2014.

Motion:  Pontsler, Second Gehle, Searight called for the question.  Pontsler = y, Gehle = y, Searight = y.  Passed 4 yes.

 

Safety Committee:            Chris Heitkamp – absent

 

Economic Development Committee:   Eugene Steiner

 

Public Utilities Committee:            Steve Gehle

 

Rules Committee:            Peggy Blossom – absent

 

Old Business

The council seats of Steve Gehle, Gene Steiner, Ron Searight, and Chris Heitkamp will be on the ballot in November.  Any council member or residents interested in serving on council will need to have all paperwork to the Board of Elections by August 7th at 4 pm.
