Meeting Minutes: July 16, 2024

Council called to order by Council President – Marcas Heitkamp on July 16, 2024 at 7:30 pm.

Prayer / Pledge of Allegiance –    Led by Council President

Those present:   Marcas Heitkamp, Mark Heitkamp, Luke Stephenson,

Shane Young, Chris Heitkamp,  Mary Beougher

Also attending:  Chief Stetler,  Patrolman Miller, Ross Finke, Robbie Peel, Francis Schaffner, Josh and Becky Johnson  and Erin G of the Daily Standard.

A motion was presented to accept the agenda as orders of the day.

 All approved.

A motionwas presentedaccept the minutes from the July 2, 2024 council meeting as presented.               All approved.   

Mayor’s Report and Correspondence – by Council President Marcas Heitkamp

Noted receipt of Mayors Court pay in.

Upcoming Community information & events:

July 21st –   Shanes Park Maker’s Market – Noon to 3 pm

Village Administrator’s Report – Aaron Temple  

North water tower – will be drained July 29th and repairs will start on August 1st – should be about 1 week.

Isler demolition contract – had to pay $500 to cancel for the old water tower demo.

Barn at the end of Pearl St has been removed and the area cleaned up. 

Extra brush pick up on Thursday because of the recent storms.

A motion was presented to pay the bills in the amount of $24,640.16            

All Approved.

A motion was presented to accept the Mayors Court pay in of: $771.00.

All approved.

ORDINANCE 04-24

AN ORDINANCE LEVYING ASSESSMENTS FOR UNPAID PROPERTY MAINTENANCE FEES AND DELINQUENT UTILITY BILLS, AND DECLARING AN EFFECTIVE DATE.

1st reading – 07/16/2024

Proposed changes to the Shanes Crossing Subdivision Covenants regarding fences replacing Covenant #12   to read as follows:

Subdivision Fence & Wall Restrictions:

•           Fence must be 2 feet setback from the property lines.  Must maintain

            both sides of the fence.

•           Fence heights:

            No fence allowed in the front yard. 

            Back & side yards no higher than 3-5 feet high.

            Privacy fence in the backyard no higher than 6 feet.

•           Fencing material is restricted to:

            Vinyl

            Metal

            Polyurethane

            Composite

             ** No wood or chain link fence allowed.

•           Fences are subject to inspection by the village.

•           Fences requiring maintenance or replacement is the responsibility of the homeowner.

•           Village can remove fence at homeowners expense if homeowner refuses to maintain fence.

•           All fence installations or modifications requires a zoning permit.

Will be voted on at the next council meeting.

ORDINANCE  03-24

AN ORDINANCE AMENDING ZONING ORDINANCE NO. 02-21 TO UPDATE SECTION 150.315 SWIMMING POOLS / PONDS

Section to read as follows:

A.        The swimming pool / pond is intended to be used solely for the enjoyment of the occupants of the property on which it is located and their guests.

B.        The swimming pool / pond may be located anywhere on the premises except in the front yard.

C.        All swimming pools/ ponds require a zoning permit.

Note – The trees in the tree lawns belong to the village. The homeowners are required to provide upkeep by mowing and keeping the weeds trimmed in the tree lawns.

Safety Committee:     Chris Heitkamp

Suck hole on East St – Village will be assessing the issues and needed repairs.

Economic Development Committee:  Marcas Heitkamp – Council President

Will be attending the next Mercer County District meeting on 07/17/2023 to finalize the EMS district information for the tax levy to be on the November ballot.

Public Utilities Committee:   Luke Stephenson

                                    RESOLUTION 06-24

AN EMERGENCY RESOLUTION OPPOSING DOMINION ENERGY OHIO’S PROPOSED 30% RATE INCREASE AND REQUESTING THAT THE PUBLIC UTILITIES COMMISSION OF OHIO DENY DOMINION ENERGY OHIO’S REQUEST FOR THE SAME.
