Community Announcements and events:
Wednesday – April 20th — Rockford Chamber and First Financial Sponsoring – Financial Wellness presentation – Developing a Business Plan at 5:30 pm at the Rockford Library. Look for registration information soon. *** In this workshop, participants will learn the eight parts of a business plan and what to consider when writing a business plan. At the end of the workshop, business owners will have a blueprint or first draft of a business plan.

Tuesday – May 3rd – Primary Elections held at the Rockford Community Building.
Village Administrator’s Report – Aaron Temple –
The company that did the chip and seal came back to go over several areas – sealed some cracks and fix a couple pot holes.
2’ tile collapse – has been temporarily repaired. This area will need completely redone as the old clay tile will need to be removed and replaced. In order to do accomplish that we will need to cut into the street to remove and replace about 300’ of tile. Will be costly but needs to be done.
The South tower inspection has been moved back to May 9th.
Water plant media / softeners – are being evaluated – plant is 12 years old and we need to do periodic inspection of parts and processes in order to maintain our investment.
Installed 3 diffusers at the wastewater treatment plant – this oxygenates the water in order to keep odors at a minimum.
Holly Lane is re-opened – trying a new patching process to see how it works. Pricing is similar to concrete but less man hours for repairs.
New water tower — bids going out June / July. Contract completed date is October 2023.
Searight asked about getting some sand bags ready for road closed signs — with high winds signs kept blowing over.

Had a Finance meeting tonight at 7 pm to interview person interested in cleaning the Community building – discussed pay, training and job duties.

A RESOLUTION ESTABLISHING FRANKLIN STREET RECONSTRUCTION FUND #4912, AND DECLARING AN EMERGENCY.

American Rescue Funds – project / discussion – had been discussed some previously to invest these funds for the benefit of the community and put towards the water tower project. We need to have matching funds and infrastructure is one of the items that funds can be used for.

ORDINANCE 05-22
AN ORDINANCE REQUIRING CONTRACTORS DOING BUSINESS IN THE VILLAGE OF ROCKFORD, OHIO TO MAKE APPLICATION FOR CERTIFICATE OF REGISTRATION, UPDATING FEES, AND INFORMATION AND REPEALING ALL PRIOR INCONSISTENT LEGISLATION.

AN ORDINANCE AUTHORIZING THE ANNEXATION OF 51.532 ACRES TO THE VILLAGE OF ROCKFORD, AUTHORIZING AN ANNEXATION AGREEMENT BETWEEN THE FILLAGE AND DUBLIN TOWNSHIP; DESIGNATING THE MAYOR AS SIGNATORY ON THE ANNEXATION DOCUMENTS; AND DECLARING AN EMERGENCY.
