RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, April 21, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long.

 

Pledge of Allegiance

Motion Gehle.   Second Fox to accept the agenda as orders of the day with an addition of Resolution 06-15 to the Finance committee report.  Pontsler called for the question.  Gehle = y, Fox = y, Pontsler = y, Heitkamp = y.  Passed 4 yes.

 

Motion: Fox.    Second Heitkamp to accept the minutes from the

April 7, 2015 council meetings as presented.  Gehle called for the question.  Fox = y, Heitkamp =y, Gehle = y, Pontsler = y.  Passed 4 yes.

Mayor Joseph swore in Rob Rutledge as the new councilman.  Welcome Rob.

 

May 2nd – Dave Fields – Rockford Tour – 7:30 pm – Rockford Community Building “All In” – 26 weeks in the top 5 on the RMR Blues Chart.  Ticket outlet- Sunshine Oil –  $10.

 

June 12th – Principles in Leadership Seminar – 6 pm – Rockford Community Building.  FREE and open to the public.    * Speakers are servants that enjoy sharing information and making the world a better place.

 

June 19-21 – Rockford Community Days –  concert events:   Thom Mckee, Shelby County Line, Nut Flush, & Kill the Rabbit

 

Village Administrator’s Report – Jeff Long

 

With nicer weather the crew is and will be very busy – beginning to mow, working on sidewalks at the park and on West St.

 

The Bridge Street project will begin a little later due to very wet conditions.  We plan to put in a pedestrian crossing and then put a request in to the state to lower the speed limit.

 

New addition is coming along little slower than anticipated.  We were looking into an investor but that didn’t pan out.  Phase I will need to be the storm drains at $300,000 and then will need to work on the sanitation.  Council had more discussions and asked Jeff to get the map information on the web site and work to pre sell lots.

 

 

Committee Reports

 

Finance Committee –  Gary Fox

 

Motion Pontsler  Second Heitkamp to pay the bills in the amount of $26,353.52.  Gehle called for the question.  Pontsler = y, Heitkamp = y, Gehle = y, Rutledge = y, Fox = y.  Passed 5 yes.

 

2016 Budget hearing will be scheduled for July 7th at 7:15 pm with the annual budget to the county auditor by July 15th.

 

RESOLUTION 06-15

A RESOLUTION LEVING ASSESSMENTS FOR NON PAYMENT OF DEMOLITION COSTS AS ORDERED PER VILLAGE ORDINANCE NO 01-14 AND DECLARING AN EFFECTIVE DATE.  (507 West St. property)

 

Motion Gehle.  Second Pontsler.  Heitkamp called for the question.  Gehle =y, Pontsler = y, Heitkamp = y, Rutledge = y, Fox = y.  Passed 5 yes.

RESOLUTION 05-15

A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO APPLY FOR COMMUNITY BLOCK DEVELOPMENT GRANT (CBDG FUNDS) FOR THE VILLAGE, FOR THE RECONSTUCTION OF COLUMBIA ST AND COMMITTING OF VILLAGE MONEY FOR LOCAL MATCHING FUNDS.

 

There was some discussion as to how this works.  The village will assess the land owners the actual costs of the curb and sidewalks.  This is the Village matching funds.  We are working to receive $300 – $500,000 grant for this project.  The land owners will receive an estimate for the cost of the curb and sidewalk for their property.  The estimate tends to run high.  There will be a deadline that the land owners can either pay for the curb and sidewalk or the costs can be added to the tax duplicate and paid for over a 10 year period.  Although there are some costs involved, all properties on Columbia street benefit by having property improvement and will be looking nice.

Greg also reported that new lights have come in that will be installed at the park.

 

Pot holes will be filled once the asphalt plants are up and running.

 

Mayor Joseph asked that Srgt Stetler keep up with junk warnings and continue the clean up process of village.  Also note – mowing season and weeds will need to be added to the list of things to keep up with.

Utility Committee Meeting scheduled for May 12th @ 7 pm to discuss the WWTP upgrades and plans with EPA.

* Mayor / 2 Council seats to be on the ballot in November.  The deadline for

information to be turned in to the Board of Elections is August 5th.

Wilbur asked Jeff to look into a company that would come in and pave driveways.  The idea would be the company would come in and take care of any residents that are wanting paved drives.  The cost would be more competitive if they are coming to do more than 1 drive.  Chris and neighbor would be interested as well as Wilbur, so there are probably others.

 

Betsey’s Boutique has made some nice improvements with the front of the building.   Looks good !
