Meeting Minutes: April 3 , 2018

            RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, April 3, 2018, at 7:30 pm at the Rockford Village Hall.

 

Invocation – Shane Young

 

Pledge of Allegiance

 

Those present: Gehle, Young, Fox, Pontsler, Now, Heitkamp

 

Also attending: Tom Stankard of the Daily Standard, Srgt Stetler,

Robby Peel, and Kevin Lutz.

 

Motion Pontsler. Second Young to accept the agenda as orders of the day. Gehle called for the question. Pontsler = y, Young = y, Gehle = y, Fox = y, Now = y, Heitkamp = y. Passed 6 yes.

 

Motion Gehle. Second Heitkamp to accept the minutes from the

March 20, 2018 council meeting as presented. Now called for the question. Gehle = y, Heitkamp = y, Now = y, Young = y, Fox = y, Pontsler =y. Passed 6 yes.

 

Visitors to Address Council:

 

Kevin Lutz – talked with council members before the meeting regarding a tree in his neighbor’s yard.   Steps will be taken to try to notify the neighbor.

 

Mayor’s Report and Correspondence:

 

Mayor Joseph read proclamation setting Friday – April 27th as Arbor Day in the Village. Urging all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands and urge all citizens to plant trees to gladden the heart and promote the well-being of this and future generations.

 

Regarding trees – The Tree Committee is in need of at least 3 volunteers as several of the current members are retiring. The next meeting of the Tree Committee will be held on May 21st at 6 pm. You do not need to be a resident of the Village. Please contact the Village Office – 419-363-3032 ext 1 or come to the next meeting if interested.

 

The Parkway Arbor Day presentation will be held on April 10th.

Bicentennial Committee Meetings – 1st Monday each month at 7 pm

 

Bicentennial Committee Fundraiser Auction in April –

** donations being accepted now.

 

Rockford Opry Show – April 14th – At the Belle – doors open at 6 pm

24th Annual Car Show – June 15th – West Market St.

 

Rockford Community Days ~~ Art and Music Festival – June 15 & 16

Finance Committee – Steve Gehle

 

Motion Young. Second Pontsler to pay the bills in the amount of

$22,976.69. Fox called for the question. Young = y, Pontsler = y, Fox = y, Gehle = y, Now = y, Heitkamp = y. Passed 6 yes.

 

Motion Heitkamp to approve the monthly financial reports –

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report and Bank reconciliation. Second Young, Fox called for the question. Heitkamp = y, Young = y, Fox = y, Gehle = y, Pontsler = y, Now = y. Passed 6 yes.

 

Motion Pontsler to approve monthly transfers, supplemental appropriations, and purchase orders. Second Fox. Now called for the question. Pontsler = y, Fox = y, Now = y, Gehle = y, Young = y, Heitkamp = y. Passed 6 yes.

 

Service Committee:   Greg Pontsler – nothing at this time.

 

Safety Committee:     Chris Heitkamp – nothing at this time.

 

Economic Development Committee: Shane Young

 

RADC report – attended the meeting last Monday. RADC pleased with the newly updated Shanes Crossing Subdivision Covenants and Restrictions. They have been in contact with someone that may be interested in purchasing a lot. Good News !

 

Council members signed the newly updated Covenants and Restrictions.

 

 

 

Public Utilities Committee:  Wilbur Fox

 

RESOLUTION 05-18

A RESOLUTION BY THE COUNCIL OF THE VILLAGE OF ROCKFORD, OHIO AWARDING A CONTRACT FOR THE CONSTRUCTION OF WASTE WATER TREATMENT PLANT IMPROVEMENT PROJECT, AND AUTHORIZING AN OFFICAL TO SIGN THE CONTRACT DOCUMENTS.

 

Motion Gehle. Second Pontsler. Young called for the question. Gehle = y, Pontsler = y, Young = y, Fox = y, Now = y , Heitkamp = y. Passed 6 yes.

 

 

Street lights – in the downtown area, south Main St. and at the four way stop. Also might be problems with the stop light – check timing of morning flashing.

Bruns making progress with the Market Street building tear down. Shouldn’t take long once the weather cooperates.
