Motion Stepheson.   Second Yoder to accept the agenda as orders of the day.

Mayor’s Report and Correspondence: 

Mayor noted receipt and review of the Mayors Court pay in, bank reconciliation and bank statement.

Mayor requested updates on junk and weeds – reviewed the spreadsheet.  Continue to document what is being done and make sure take action at appropriate deadlines.

Community Announcements and events:

Monday – August 23rd –   First day of School — Make it great Panthers !

Lions Club events –

Rockford Car Show and Cruise in –  rescheduled to Saturday – August 28th registration begins at 4 pm (with approval of street closure coming up in agenda)

Monday – September 6th – Labor Day – Village office closed.

Quarter  Auction – rescheduled from 2020 – Sunday – September 12th –

Rockford Community Building

Brush – pick up —  Tuesday – September 14th. 

Parkway Elementary Carnival – Saturday – October 16th.

Chicken Dinner fundraiser for Parkway 8th grade – Washington DC Trip –

Village Administrator’s Report – Aaron Temple  

Grass / weeds update – have sent 13 notices.  6 properties have been invoiced – total of 11 upkeep maintenance.   A couple of paid – most have not.  Will be adding the unpaid fees to property taxes.  Need to revisit our fines.  Several of the properties are taking up to 4 hours to get under control.    Perhaps each additional hour after 2 hours is billed at $100 per hour.   Will need to discuss.

Lights have been installed in the subdivision – waiting on DP & L to install the meter.

Working with Mercer county  – Administrators, engineers and economic development for upcoming grants through the American Rescue program.  Rockford and Ft Recovery working on water tower projects.  The county will turn in 10 projects with Rockford being at #1 need.  We will hear later in the year if we will receive the larger grant for the water tower.  If so, we may be able to get by with NO LOANS !   We would still need to pay the matching portion.

Schedule would be 2022 Water Tower project.   2023 – 2024 Franklin Street total reconstruction project – includes curbs and sidewalks.

RESOLUTION No. 03-21

AN EMERGENCY RESOLUTION TO ACCEPT THE MATERIAL TERMS OF THE ONE OHIO SUBDIVISION SETTLEMENT PURSUANT TO THE ONE OHIO MEMORANDUM OF UNDERSTANDING AND CONSISTENT WITH THE TERMS OF THE JULY 21, 2021 NATIONAL OPIOID SETTLEMENT AGREEMENT.

AN ORDINANCE LEVYING ASSESSMENTS FOR UNPAID PROPERTY MAINTENANCE FEES, AND DECLARING AN EFFECTIVE DATE.

RESOLUTION 02-21

A RESOLUTION SETTING FORTH THE VILLAGE’S POSITION ON MANDATES FOR THE USE OF FACE COVERINGS, SOCIAL DISTANCING AND VACCINATIONS IN RELATION TO THE CORONAVIRUS; AND DECLARING AN EMERGENCY.

Motion:   on hold for more discussions.   Possible consideration at the next meeting. 

Old Business:

Veteran Banner deadline – information to Village office by August 23th.

New Business:

New / Old business –   A group of people would like to form a committee for the construction of a pool.     Yes – if they want to take it on.   The problem is not the building of a pool the problem is maintaining the pool.   Other communities having a hard time finding life guards and so many people have their own pools anymore that when the pool is open – the attendance is very low.   The reason the village closed the pool was because of the costs to maintain.   Maybe this would be a privately owned and maintained pool open to the public ?   A committee can be formed and see where it goes.  

In finding a replacement to fill the seat of Shane Young’s term.  Ron Searight was the only other candidate running on the November ballot.   Made sense to bring him on now as the seat is uncontested.    Thank you Ron. 

Motion Yoder.  Second Stephenson to appoint Ron Searight as the replacement for Shane Young’s term.  Pontsler called for the question.   Yoder = y, Stephenson = y, Pontsler = y, Now = y,  Heitkamp =  y.  Passed 5 yes.

Will do Oath of office at the September 7th meeting.
