Council called to order by Mayor Amy Joseph on

Tuesday, August 4, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Chris Heitkamp

Motion Fox Second Dooley to accept the agenda as orders of the day. Gehle called for the question. Fox = y, Dooley, Gehle = y, Rutledge = y, Pontsler = y, Heitkamp = y. Passed 6 yes.

 

Motion Dooley. Second Pontsler to accept the minutes from the

July 7, 2015 council meetings as presented. Fox called for the question. Dooley, Pontsler = y, Fox = y, Gehle = y, Rutledge = y, Heitkamp = y. Passed 6 yes.

Budget Commission Hearing scheduled for August 5th at 10:30 am

 

RESOLUTION 06-15

Public Funds Agreement with Peoples Bank through 08/22/2017.

 

Motion: Gehle, Second Dooley, Heitkamp called for the question. Gehle = y, Dooley = y, Heitkamp = y, Rutledge = y, Fox = y, Pontsler = y. Passed 6 yes.

 

 

 

Service Committee:   Greg Pontsler

 

Discussions regarding grass clippings — who’s grass it is – if neighbors – who gets ticket? Who needs to witness, time frame on clean up. The word intentional should be added to ordinance. What about leaves and other organic materials?

 

Will be meeting to discuss some specifics that need added to the ordinance. The meeting will be held on August 18th at 7 pm.

 

The ordinance was presented as an emergency measure, but was decided to do 3 readings and continue with public awareness.

 

 

ORDINANCE 09-15

 

AN ORDINANCE PROHIBITING BLOWING GRASS CLIPPINGS INTO STREETS, AND DECLARING AN EFFECTIVE DATE.

Safety Committee meeting schedule for August 11th at 7 pm to discuss the policy and procedure of the Mutual Aid Agreement.

AN ORDINANCE AUTHORIZING ALL ACTIONS NECESSARY TO EFFECTUATE AN OPT-OUT ELECTRIC SERVICE AGGREGATION PROGRAM PURSUANT TO THE OHIO REVISED CODE 4928.20; AND DIRECTING THE MERCER COUNTY BOARD OF ELECTIONS TO

SUBMIT THE BALLOT QUESTION TO THE ELECTORS; AND AUTHORIZING AN AGREEMENT WITH AN AGENT FOR SUCH PURPOSES.

AN ORDINANCE AUTHORIZING ALL ACTIONS NECESSARY TO EFFECTUATE AN OPT-OUT GAS SERVICE AGGREATION PROGRAM PURSUANT TO OHIO REVISED CODE 4929.26; AND DIRECTING THE MERCER COUNTY BOARD OF ELECTIONS TO SUBMIT THE BALLOT QUESITON TO THE ELECTORS; AND AUTHORIZING AN AGREEMENT WITH AN AGENT FOR SUCH PURPOSES; AND DECLARING THIS AN EMERGENCY MEASURE.

* Mayor / 2 Council seats to be on the ballot in November. The deadline for

information to be turned in to the Board of Elections is August 5th at4 pm.

Complaint being reported that the pole and sign someone hit a couple of weeks ago. The sign is still lying in the grass. When can we expect the new light pole to be installed ?

 

The night it happened there were bare electrical wires – Belna ended up putting some wire ties on them. This was a safety issue that should have been taken care of by the village at that time by the person on call.

 

Which lead to a discussion about on call procedures. Mayor would like Rules Committee to review the on call duties.

 

Which lead to some discussion about village paying for some phones but not others.   There were some concerns about street department/ water/sewer needing phones in case of emergency and on calls.   These issues should be looked at during budget time.
