Meeting Minutes: December 1, 2015

                        RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, December 1, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long

 

Pledge of Allegiance

 

Those present:  Gehle, Rutledge, Fox, Dooley, Heitkamp

Pontsler – absent

 

Also attending:  Jeff Long, Jesse Pollock of the Daily Standard and

Chief May.

 

Motion Fox.   Second Gehle to accept the agenda as orders of the day.  Dooley called for the question.  Fox = y, Gehle = y, Dooley = y, Rutledge = y, Heitkamp = y.  Passed 5 yes.

 

Motion Gehle.   Second Heitkamp to accept the minutes from the

November 17, 2015 council meetings as presented.  Dooley called for the question.   Gehle = y, Heitkamp = y, Dooley = y, Rutledge = y, Fox =y.  Passed 5 yes.

 

 

 

Visitors to Address Council:

 

Marc Hollinger of Aspen Energy reported to council that the mandatory public hearings required by PUCO took place earlier in the afternoon and evening.  At this point the council needs to review the Operation and Governance Plan for the Electric and for Gas.  We will have resolutions ready for the next council meeting.  Once those have been reviewed and approved we can get certified by PUCO and begin to take bids for electric and gas.  We will probably be working with 4 electric companies and 2 gas companies for rates.  There is a capacity performance fee that will be amortized over a 3 year period.  Letter will go out to residents that are eligible to sign up for the program.  This will be done over the winter and hoping to accomplish everything by March / April.

 

Jeff will prepare the resolutions for the next meeting on December 15th.

 

 

 

 

 

 

Mayor’s Report and Correspondence:

 

WRKD – Rockford’s Best Mix will be celebrating their 1 year anniversary.  Make plans to attend the Open House on December 13th from 2 – 5 pm.  The radio station is located upstairs at the Village Hall and Museum.  Come out and meet the team and tour the studio.

 

Bicentennial Committee Meeting on December 7th at 7 pm – Village Hall.

 

 

We  have several areas we are looking for volunteers to serve:

 

We need 3 volunteers to serve on the tax board – (2 members 1 alternate).

Need in place by 01/01/16.

 

We need 1 volunteer for the records commission.

 

Please call the village office at 419-363-3032 ext 1 if you are interested in serving on these boards.

 

 

Village Administrator’s Report – Jeff Long

 

Fox question regarding information on the sub division.  There are several people interested.  Jeff says to have them contact the village office.  We are waiting for some final information before we set the official plans.  We will be holding an Economic Development Committee meeting on December 7th at 6 pm.

Motion Rutledge to approve the November monthly financial reports –

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report.  Second Dooley.  Gehle called for the question.  Rutledge = y, Dooley = y, Gehle = y, Fox = y, Heitkamp = y.  Passed 5 yes.

 

Motion Dooley to approve the November Bank reconciliation.  Second Fox.  Gehle called for the question.  Dooley = y, Fox = y, Gehle = y, Rutledge = y, Heitkamp = y.  Passed 5 yes.

 

Motion Rutledge to pay bills submitted by the Fiscal Officer of $3875.21.  Second Gehle.  Dooley called for the question.  Rutledge = y, Gehle = y, Dooley = y, Fox = y, Heitkamp = y.  Passed 5 yes.

 

ORDINANCE 11-15

AN ORDINANCE ESTABLISHING A PAY SCHEDULE FOR ALL FULL-TIME HOURLY AND SALARIED EMPLOYEES AND PART TIME POLICE PATROL OF THE VILLAGE OF ROCKFORD, OHIO FOR THE YEAR 2016.

Old Business

 

The Police SUV will be here by the end of December.  The equipment and decals will be installed and we should be on the road in January.

 

Fox requested a summary of benefits from area villages.  Lisa to work on getting information.

Rutledge question about the new Columbia street design wanting to know if this will solve the flooding problems.  Long states it will address the problem by installing new collection lines.  We are hoping the plan will alleviate some of the problems.  We are also discussing a retaining area in the sub division that will also help.

 

Working on a plan to have the Sub division entrance on  Market St. and will be connected to Holly Lane near the Community Building instead of going to Route 33.

 

Reminder – Village office will be closed on December 4th for training purposes.
