Council called to order by Mayor Amy Joseph on

Tuesday, December 15, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long

Mayor’s Report and Correspondence:

 

We have several areas we are looking for volunteers to serve:

 

Motion Dooley. Second Fox to appoint Karen Seibert to the Tax Review Board.  Gehle called for the question.  Dooley = y, Fox = y, Gehle = y, Rutledge =y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

We need 2 additional volunteers to serve on the tax board – (1 members 1 alternate).

 

We need 1 volunteer for the records commission.

 

Please call the village office at 419-363-3032 ext 1 if you are interested in serving on these boards.

 

Mayor noted the receipt of the November pay in, bank rec and bank statement from Mayors Court.

 

 

December:

 

Village Office will be closed December 24 & 25th and January 1st.

 

Together on Christmas – Christmas day from 10:30 am – 1 pm -Rockford Community Building.  Free Christmas Dinner.  Sponsored by the Rockford United Methodist Church.

 

January

 

January 19th meeting – Heather Hedrick from LACCA will be presenting information on Fair Housing.

 

 

 

Village Administrator’s Report – Jeff Long

 

Next week we have the EPA water plant inspection. This process could take up to 2 days.

 

Mayor Joseph has asked Jeff to give more updates for each committee and that will begin in January.

 

We got notice that our 2nd grant for Columbia St was approved in the amount of $250,000.  We can borrow an additional $300,000 at 0% interest if needed.  We have a total of $610,000 of grant money to get the project going.  We will be doing a profile /aerial overlay of the area yet this week.  We are planning 32’ wide pavement and 5’ wide sidewalks.  Copies will be given to council to review and make any changes.  This will allow us to see what trees will need to come down and what type of curbing we want.  The funds will be released in July but we may wait to bid project a little later and plan for Spring 2017 construction.

RESOLUTION 13-15

A RESOLUTION BY THE COUNCIL OF THE VILLAGE OF ROCKFORD, OHIO, DIRECTING AND AUTHORIZING THE VILLAGE ADMINISTRATOR AND VILLAGE FISCAL OFFICER TO SIGN A GENERAL OBLIGATION NOTE WITH THE PEOPLE’S BANK COMPANY FOR THE PURCHASE AND EQUIPPING A NEW POLICE CRUISER.

 

Payments will be made quarterly from Mayors Court income from the police equipment and fines and/or the police budget.

ORDINANCE 11-15

AN ORDINANCE ESTABLISHING A PAY SCHEDULE FOR ALL FULL-TIME HOURLY AND SALARIED EMPLOYEES AND PART TIME POLICE PATROL OF THE VILLAGE OF ROCKFORD, OHIO FOR THE YEAR 2016 – 2 % increase.

Discussion on budget issues – increase was insurance, salaries, capital improvements for Columbia street, Sewer improvements and some for utility extension to the sub division.

AN ORDINANCE TO MAKE APPROPRIATIONS FOR THE CURRENT EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ROCKFORD, STATE OF OHIO. DURING FISCAL YEAR ENDING DECEMBER 31, 2016.

Disaster Recovery plan – Information ready for the January meeting.

 

Stop light protocol – if the light is not working the area becomes a 4 – way stop. This is state law.   Some discussion that people were not abiding because there were stop signs going east and west but not north and south.  If this would happen again council would like a post with 4 stop signs in the middle of the road so that there is no question about the 4 way stop.

 

 

Economic Development Committee: Rob Rutledge

 

The meeting scheduled for December 7th was canceled due to sickness.  We will get this rescheduled in January.

 

Public Utilities Committee:   Steve Gehle

 

 

Motion Rutledge to approve Energy Consulting and Management Agreement between Aspen Energy and The Village of Rockford.  Second Dooley.  Pontsler called for the question.  Rutledge = y, Dooley = y, Pontsler = y, Gehle = y, Fox = y, Heitkamp = y.  Passed 6 yes.

Old Business

 

Getting some information regarding credit / debit card payments for utilities. Looking at scheduling some webinars in January.  Will be inviting Tonya from Mendon as they are interested in the information too.

 

Still working to get reimbursements for light poles. We will not be able to match the new ones exactly.  Representative will be here later this week or next week so we can try to match as close as possible.    Gave Judy information on the case that was denied about 3 weeks ago.
