            RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph

Tuesday, December 17, 2019, at 7:30 pm at the Rockford Village Hall.

Those present: Gehle, Young, Pontsler, Now,

                                    Fox and Heitkamp absent

Also attending:  Tom Stankard  – of the Daily Standard,  Robbie Peel, Aaron and Courtney Temple, Marge Gehle, Judy Koesters, Tom and Penny Stover, Teresa Heiser, Julie Long

Motion Gehle.  Second Now to accept the agenda as orders of the day with a couple additions – approval of purchase orders and supplemental and Ordinance 05-19.  Pontsler called for the question.     Gehle = y, Now = y, Pontsler = y, Young = y,  Passed 4 yes.

Mayor noted receipt and review of Mayors Court pay in,

bank reconciliation, and bank statement.

Letter from Rockford Carry Out – Burtch Seed – Thank you for the communities generous support in raising money for the Rockford Veterans Memorial  — Efforts raised approx.. $23,000.   This is incredible for our small town and we are truly blessed. 

Community Announcements and events:

Dog Tags available for purchase at the Village Office until January 31st.

Village Administrator’s Report – Jeff Long

This being last meeting before retirement – feels we are making a good transition and confidence with Aaron Temple taking over.

We are in the process of working on a 75% grant with the Ohio BWC for a hydro-excavator.   This equipment will work catch basins, curb stops, meter pits, cable/ electric lines.   Looking at several options that will best serve our needs.

Aaron will be presenting options and recommendations in the coming months.

Our cost around $10,000.

Finance Committee –  Steve Gehle

Motion Pontsler to pay bills as submitted –  $97,820.76.  Second Young.   Now called for the question. Pontsler = y, Young = y, Now = y, Gehle = y.  Passed 4 yes.

ORDINANCE 04-19

AN ORDINANCE TO MAKE APPROPRIATIONS FOR THE CURRENT EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ROCKFORD, STATE OF OHIO, DURING FISCAL YEAR ENDING DECEMBER 31,2020

ORDINANCE 05-19

AN ORDINANCE REPEALING ANY LEGISLATION RELATED TO THE OWNERSHIP, POSSESSION, PURCHASE, ACQUISTION, TRANSPORT, STORAGE, CARRYING, SALE, OTHER TRANSFER, MANUFACTURE, TAXATION, KEEPING, AND REPORTING OF LOSS OR THEFT OF FIREARMS, THEIR COMPONENTS, AND THEIR AMMUNITION THAT DOES NOT COMPLY WITH RECENT  STATE LAW CHANGES, AND DECLARING AN EMERGENCY.

Radio Station committee meeting – December 18th.   Crocker criminal case has been settled.  He pled no contest and has signed the vehicle back to us.

Service Committee:   Greg Pontsler

We have 3 community members interested in serving on council.  We may take a different approach — maybe have each write a note explaining why interested or perhaps a questionnaire.   Will discuss at next meeting on January 7th.

Safety Committee:     Chris Heitkamp – absent

Economic Development Committee:  Shane Young  

Rockford Area Development Corporation  – RADC will be handing out Candy Canes at the 4-way stop this Saturday – will be giving out Bicentennial schedule of events.   Will start at 11 am…   Hoping Santa shows up !

Reminder – Shanes Crossing Subdivision – Lots for sale – 20% discount through 2020 !   Tammy placed ad in the Photo Star this week and will be running some ads on Facebook in the next week or so.
