RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, December 2, 2014 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long

 

Pledge of Allegiance

 

Those present:  Gehle, Fox, Pontsler, Dooley, Heitkamp.

Steiner absent.

Also attending:  Kathy Thompson from the Daily Standard,  Chief May.

 

Motion Gehle.   Second Fox to accept the agenda as orders of the day.  Pontsler called for the question.  Gehle = y, Fox = y, Pontsler = y, Dooley = y, Heitkamp = y.  Passed 5 yes.

 

Motion: Gehle.    Second  Heitkamp to accept the minutes from the

November 4th,  2014 council meetings as presented.  Fox called for the question.

Mayor’s Report and Correspondence:

 

* RADC – Handing out candy canes @ 4-way stop on December 20th from

noon – 1pm.  (along with Chamber Business Directories)

 

* Santa Claus is coming to town – @ the Rockford Belle – December 20th from

1 – 3 pm.

 

* Still working on the adopt a Grandparent program.  There are 137 nursing home residents to adopt.  Any amount will help.  Contact Amy Joseph.

 

Village Administrator’s Report – Jeff Long

 

Subdivision – We are close to a cost estimate using 2 different designs.  We may need to run some off site sewer.  We have had some more calls regarding lot availability.  This will need to be in phases.  We are still on track to begin selling in the spring of 2015.

 

We have been working on a traffic study on route 33 coming into town.  We believe with our information we may be able to get the speed limit lowered to 45 mph.   We are working with some engineers and ODOT.

 

Thanks to all the volunteers for helping with the Christmas at the Park event.  We had a good turnout.  It was a very nice family event.  The lights will be on at the park each night through the Christmas season.

 

Some not so good news – The village has received a letter that we were not in compliance for some water testing.  We sent 1 sample but we were supposed to send in 2 samples.  The 2nd sample has been sent.  There should be no worries as the 1st sample passed testing.  We just needed to get them the additional sample.  There will be a notice to explain the situation.

 

 

Committee Reports

 

Finance Committee –  Chris Heitkamp

 

Motion Pontsler to pay the bills in the amount of $121,068.32  . Second Fox.   Dooley called for the question.  Pontsler = y, Fox = y, Dooley = y, Gehle = y, Heitkamp = y.  Passed 5 yes.

 

ORDINANCE 04-14

AN ORDINANCE ESTABLISHING A PAY SCHEDULE FOR ALL FULL-TIME HOURLY AND SALARIED EMPLOYEES OF THE VILLAGE OF ROCKFORD, OHIO FOR THE YEAR 2015.

 

1st reading –  11/04/14

2nd reading – 12/02/14

 

 

ORDINANCE 05-14

AN ORDINANCE TO MAKE APPROPRIATIONS FOR THE CURRENT EXPENSESS, AND OTHER EXPENDITURES OF THE VILLAGE OF ROCKFORD, STATE OF OHIO, DURING FISCAL YEAR ENDING DECEMBER 31,2015.

2nd reading – 12/02/14

 

 

Motion Gehle.  Second Fox to give out Chamber Gift Certificates to village employees as in the past.  $50 for full time and $30 for part time.  Pontsler called for the question.  Gehle = y, Fox = y, Pontsler = y, Dooley = y, Heitkamp = y .  Passed 5 yes.

Paul has submitted his budget.  Chris and Wilbur would like to meet with Jeff next week to discuss some notes and finalize the budget before the next meeting.

 

 

Service Committee:   Greg Pontsler

 

Nothing at this time.

 

Safety Committee:     Gary Fox

 

Training has started.  There will be another session on Monday regarding torchs.

This will be the 2nd training.

 

Question about snow removal in the downtown area.  We help in the event of a heavy snow.  The day to day small snow showers are the responsibility of the business owners.

 

 

Economic Development Committee:   Gene Steiner – absent

 

Mayor Joseph states that even though Gene has been absent the committee should be continuing to meet and moving forward.

 

 

Public Utilities Committee:   Steve Gehle

 

Nothing at this time.

 

Rules Committee:      John Dooley

 

Nothing at this time.

 

 

Old Business

 

Area on West St. that has been dug out for sidewalk needs some stone until spring time.
