            RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph

Tuesday, December 3, 2019, at 7:30 pm at the Rockford Village Hall.

Invocation –  Jeff Long

Pledge of Allegiance

Those present: Gehle, Young, Fox, Pontsler, Now, Heitkamp

Also attending:  Tom Stankard  – of the Daily Standard, Srgt Stetler,  Robbie Peel, Aaron Temple, Marge Gehle, and Judy Koesters

Motion Gehle.  Second Now to accept the agenda as orders of the day. Pontsler called for the question.     Gehle = y, Now = y, Pontsler = y, Young = y, Fox = y, Heitkamp = Y.  Passed 6 yes.

Motion Young.   Second Heitkamp to accept the minutes from the November 19, 2019 council meeting as presented.  Gehle called for the question.  Young = y, Heitkamp = y, Gehle = y, Fox = y, Pontsler = y.  Passed 6 yes.

Thank you all for your continued support and trusting my leadership to be your voice for another 4 years!! I’m so incredibly blessed to be a part of this amazing little community. Being Mayor is only the beginning. It takes a team and a community to work together to make us who we are. I truly believe I’m surrounded with some of the best and am extremely excited for the things to come!!

Congratulations –  Councilman Pontsler.  We will be looking for another council person after the first of the year.  * Please contact Village Office if interested in serving our Community.

THIS Friday – December 6th – last day for picking up leaves

December 24 – Best Rockford home decoration – Judging and winner / prize presentation announcement via Facebook live.

Christmas lights are up and look very nice ! 

Leaf pick up going good and will continue this week.

Brush pick up will continue as long as weather cooperates.

Jeff and Aaron were on WCSM with Kevin Sandler talking about the future of Rockford.     Jeff retiring and Aaron taking over – was a good interview !

Committee Reports

Finance Committee –  Steve Gehle

Motion Pontsler to pay bills as submitted –  $38,103.62.  Second Heitkamp.   Young called for the question.  Pontsler = y, Heitkamp = y, Young = y, Gehle = y, Fox = y, Now = y.  Passed 6 yes.

Motion to approve the monthly financial reports:

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report, Bank reconciliation and comparison report for the water, sewer, and income tax.

And to approve supplemental appropriations to date:

ORDINANCE 04-19

AN ORDINANCE TO MAKE APPROPRIATIONS FOR THE CURRENT EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ROCKFORD, STATE OF OHIO, DURING FISCAL YEAR ENDING DECEMBER 31,2020

1st reading – 11/19/19

2nd reading – 12/03/19

Discussed – Village Employees — Gift certificates from Chamber as in past?

Motion Fox.  Second Young to approve the purchase of Rockford Chamber gift certificates for full-time ($50) and part-time ($30) employees of the Village as a token of appreciation.  Gehle called for the question.  Fox = y, Young = y, Gehle = y, Pontsler = y, Now = y, Heitkamp = y.  Passed 6 yes.

Safety Committee:     Chris Heitkamp

Economic Development Committee:  Shane Young  

Rockford Area Development Corporation  – RADC will be handing out Candy Canes at the 4-way stop in December.     Would like to hand out new Chamber directories also.   Hoping Santa will be able to greet visitors too !

Reminder – Shanes Crossing Subdivision – Lots for sale – 20% discount through 2020 !
