Council called to order by Mayor Amy Joseph on

Tuesday, December 6, 2016 at 7:30 pm at the Rockford Village Hall.

 

Invocation by Village Administrator – Jeff Long

 

Pledge of Allegiance

 

Those present: Gehle, Rutledge, Pontsler , Heitkamp.

Fox and Dooley absent.

 

 

Also attending: Srgt Stetler, and Cheryl McKirnan of the Daily Standard

 

Motion Rutledge. Second Pontsler to accept the agenda as orders of the day.  Gehle called for the question.  Rutledge = y, Pontsler = y, Gehle = y, Heitkamp = y.  Passed 4 yes.

 

Motion Pontsler. Second Rutledge to accept the minutes from the

November 15, 2016 council meetings as presented. Gehle  called for the question. Pontsler = y, Rutledge =  y, Gehle = y, Heitkamp = y.  Passed 4 yes.

It’s our 2nd Anniversary!  Come celebrate with us !

 

Rockford’s Best Mix – 101.3 WRKD will be hosting an open house on Sunday – December 11th from 2 – 5  pm.  We are located at the Rockford Village Office and Museum at 151 E Columbia St.

 

Stop by, meet the team and tour the studio. Refreshments will be served!

Village Administrator’s Report – Jeff Long

 

We have made some changes to the Lot Covenants for the Subdivision. Please review and if not more changes, we should be able to approve at the next meeting.

 

We are planning leaf pick up through – Monday – December 12th.

 

Projects are proceeding no updates to report at this time.

 

The county approved the Columbia St bid to PAB Construction. Project will be ready for February start date.  There will be 12 trees taken down and they have been marked for some time so residents know which ones will be coming down.

Finance Committee – Steve Gehle

 

Motion Rutledge to pay bills as submitted in the amount of $32,500.39.  Second Heitkamp.   Pontsler called for the question.  Rutledge = y, Heitkamp = y, Pontsler = y, Gehle = y.  Passed 4 yes.    Majority of the bills were engineering for projects and electric bills.

 

 

Motion Pontsler to approve the November monthly financial reports –

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report and Bank reconciliation. Rutledge second.  Heitkamp called for the question.  Pontsler = y, Rutledge = y, Heitkamp = y.  Passed 4 yes.

 

Motion Rutledge to approve purchase orders, monthly transfers, supplemental purchase orders to date.   Second Pontsler.  Heitkamp called for the question.  Rutledge = y, Pontsler = y, Heitkamp = y, Gehle = y.  Passed 4 yes.

 

Motion Rutledge to approve giving Village Employees Chamber Gift Certificates for Christmas – Full time $50 and Part time – $30. Second Gehle.  Pontsler called for the question.  Rutledge = y, Gehle = y, Pontsler = y,  Heitkamp = y

Motion Gehle.  Second Fox.  to approve letter to our State legislators regarding local control for Ohio Municipalities with respect to their rates, zoning and maintenance efforts regarding pole attachments of ‘small cell’ wireless antennas and accessory equipment.    Pontsler called for the question.  Gehle = y, Fox = y, Pontsler =  y, Rutledge = y, Heitkamp = y.  Passed 5 yes.
