RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, February 3, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Gene Steiner

Motion Steiner.   Second Dooley to accept the agenda as orders of the day.  Gehle called for the question.  Steiner = y, Dooley = y, Gehle = y, Pontsler = y, Heitkamp = y.  Passed 5 yes.

Committee Reports

 

Mayor stated that she would like to see more activity within the committees.  Try to meet once a month if at all possible.  Let’s work to make a difference.

 

Finance Committee –  Gary Fox –absent

 

The following ordinances have to do with repealing previous ordinances to establish compensation for full time salaried and hourly employees for the Village.  Council desires to amend ordinances to be calculated as a bi-weekly amount rather than an annual amount, regardless of the number of pay periods in a year.  This will meet requirements for the state auditors as well.

 

 

 

 

ORDINANCE 01-15

AN ORDINANCE AMENDING ORDINANCE 04-14 ESTABLISHING A PAY SCHEDULE FOR ALL FULL-TIME AND SALARIED EMPLOYEES OF THE VILLAGE OF ROCKFORD, OHIO FOR CALENDAR YEAR 2015 ; REPEALING ALL ORDIANCES INCONSISTENT HEREWITH; AND DECLARING EMERGENCY.

 

 

Motion: Gehle, Second Pontsler.  Dooley called for the question.  Gehle = y, Pontlser = y, Dooley = y, Steiner = y, Heitkamp = y.  Passed 5 yes.

 

 

ORDINANCE 02-15

AN ORDINANCE AMENDING ORDINANCE 07-10 ESTABLISHING A PAY SCHEDULE FOR ALL FULL-TIME HOURLY AND SALARIED EMPLOYEES OF THE VILLAGE OF ROCKFORD, OHIO FOR CALENDAR YEAR 2011 ; REPEALING ALL ORDIANCES INCONSISTENT HEREWITH; AND DECLARING AN EMERGENCY.

 

 

Motion:  Gehle.  Second Heitkamp.  Dooley called for the question.  Gehle = y, Heitkamp = y, Dooley = y, Steiner = y, Pontsler = y.  Passed 5 yes.

AN ORDINANCE LEVYING A TAX PER LICENSED VEHICLE IN THE VILLAGE OF ROCKFORD, AS PER OHIO REVISED CODE 4504.172; AND DECLARING AN EFFECTIVE DATE.

Chris asked about weather issues over the weekend.  Jeff stated they were plowing with snow and ice over the weekend.  Tried to get out and get slush off the streets before freezing.   We have 1 load of salt left.

 

Training videos on continuing basis.

 

Economic Development Committee:   Gene Steiner

 

Will be reporting at the next council meeting.   Need to get updated on several items before bringing to council.

 

 

 

Public Utilities Committee:   Steve Gehle

 

RESOLUTION 02-15

A RESOLUTION AUTHORIZING AND DIRECTING THE FISCAL OFFICER OF THE VILLAGE OF ROCKFORD TO CREATE FUND 4910, WASTEWATER TREATMENT PLANT IMPROVEMENT PROJECT, FOR THE DESIGN AND CONSTRUCTION OF UPGRADED WASTEWATER TREATMENT PLANT.

 

Motion: Pontsler.  Second Dooley.  Heitkamp called for the question.  Pontsler = y, Dooley = y, Heitkamp = y, Gehle = y,  Steiner = y.  Passed 5 yes.

 

We have had meetings with Fremont to make sure we will be meeting their needs.  The improvement project estimate roughly 2 million.  We are looking to do this WITHOUT raising rates.

New Business

 

We are working on a Leadership Seminar to take place in June.  This will be a free event and open to the public.  Everyone can benefit.  More details to come.  Steve suggested we get a couple of donations to help with some refreshments and giving the speakers a meal.

 

John will be approaching the different organizations and the school to let them know what is going on and handing out brochures with information.  This is not just a Rockford event.  Anyone interested in leadership skills are asked to attend.

 

 

Greg asked about Columbia street needing a layer or 2 of asphalt.  Jeff stated we will be looking at repairing some of the pot holes, but we are in the beginning stages of planning a total reconstruction with curbs and sidewalks in the next year or two.  We are working on the cost estimate now.
