Council called to order by Mayor Amy Joseph, Tuesday, January 4, 2022

at 7:30 pm.

Mayor’s Report and Correspondence: 

Thank you to the many volunteers who have helped light up the park for Christmas and a special thanks to Santa, Mrs. Claus and the Grinch for stopping by on several occasions.     Volunteers have been in the process of taking the lights down.

Community Announcements and events:

Monday – January 10th – Lions Club Meeting – 6:30 pm

Monday – January 17th – Village office closed – Martin Luther King Jr. Day

Wednesdays – Drive Thru Dinners – Rockford United Methodist Church

                        4:30 – 6:30 pm – Open to the public

Village Administrator’s Report – Aaron Temple  

Street lights – we have had 17 reported.  Of those 15 have been fixed.   If you need to report problems with street lights – please give us the MVL number on the pole and the closest residential address.    Thank you.

Winter / Snow — please – when we are to get snow – do not park along the streets.   All vehicles need to be parked off the roadways in order for us to clean the streets in a timely manner. 

Past conversations with the idea of putting a pond at Shanes Park in the grass area beyond Holly Lane is now becoming a reality.    We will be working out the details in a committee meeting. This project will be done over the spring / summer.       

Water Tower –   waiting to hear from the State when they will be releasing the funding – hopefully in the next 2 to 3 weeks.    Once we have all the information we can begin working on the bid process.    Will schedule a finance committee meeting in the next couple of weeks.

RESOLUTION 07-21

A RESOLUTION RETAINING THE SERVICES OF JUDY A KOESTERS AS SOLICITOR FOR THE VILLAGE OF ROCKFORD, OHIO FOR 2022, SETTING COMPENSATION, AND ESTABLISHING RESPONSIBILITIES.

($200 per month to $400 per month.)

DORA updates –   

Business Park updates –   

WRKD updates –   Had an increase of approximately $2,000 in the station account for the year.    We have a top level new underwriter – Williams Crop Insurance Agency.     We are glad to have them.     Talking to some other businesses outside the village that our community supports on a regular basis.    Will be having a meeting soon – over do for one.  

Brad will still be the representative to the station.   We will need to approve the 2022 WRKD Board of Directors at next meeting.

Land transfer with Dublin Township — working with Access getting the surveys and legal descriptions for paperwork for Dublin approval and recorders office.

Public Utilities Committee:   Luke Stephenson –   

Had a committee meeting on Friday December 10th to discussed the infrastructure needed on Market St. 

Working with Access to get a survey and legal descriptions for a utility easement with McDonough, Rockford United Methodist Church, and includes Lots 12 and 13 that the Village currently owns.

ORDINANCE 01-22

AN ORDINANCE ESTABLISHING A VIDEO SERVICE PROVIDER FEE TO BE PAID BY ANY PROVIDER OFFERING VIDEO SERVICE IN THE VILLAGE OF ROCKFORD, OHIO; AUTHORIZING THE MAYOR TO GIVE NOTICE TO THE VIDEO SERVICE PROVIDER OF THE VIDEO SERVICE PROVIDER FEE; AND DECLARING AN EMERGENCY.
