RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph on
Tuesday, July 17, 2012 at 7:30 pm at the Rockford Village Hall.

Invocation was given by Gene Steiner

Pledge of Allegiance

Those present: Gehle, Steiner, Hodge, Heitkamp. Pontsler and Searight – absent

Also attending: Jeff Long, Amy Kronenberger of the Daily Standard, Marti Lentz, and Nancy Leighner

Motion Steiner. Second Hodge to accept Agenda as orders of the day. Gehle called for the question. Steiner = y Hodge = y, Gehle = y, Heitkamp = y. Passed 4 yes.

June 19, 2012 council meeting as presented. Hodge called for the question. Gehle = y, Heitkamp = y, Hodge =y, Steiner = y. Passed 4 yes.

Visitors to Address Council:

Nancy reported that Angela Zimmerman is running for Congress and will be in Rockford on Thursday – July 19th from 3 – 5 pm. This will be good publicity for the Rockford area. She will be touring Fremont, Tu-way and Landmark.

Cameras for the park will be installed soon.

Mayor’s Report and Correspondence:

Thank you note: We would like to commend the Village clean up crew for their quick response to our recent storm. Thank you to that crew and the Village of Rockford. Sincerely, Carl and Nila Swander

Village Administrator’s Report – Jeff Long

Salt bids were opened on July 16th at noon. We had 3 bids – Morton Salt, Cargill and North American Salt Co. The low bidder was North American Salt with a bid of $100.83 per ton.

Motion Steiner, Second Gehle to award the salt bid to North American Salt Co. Hodge called for the question. Steiner = y, Gehle = y, Hodge = y, Heitkamp = y. Passed 4 yes.

Roadway improvement bids were opened on July 13th. The engineering estimate was $225.000. We had 4 bids. The low bidder was Lica Construction with a bid of $162,871.53.

Motion Gehle. Second to Heitkamp to award the bid to Lica Construction. Steiner called for the question. Gehle = y, Heitkmap = y, Steiner = y, Hodge = y. Passed 4 yes.

Jeff will be meeting with the engineers on Friday to review the roadway improvement plans.

Committee Reports:

Finance Committee – Steve Gehle

Motion Hodge to pay the bills in the amount of $26,656.35. Second Heitkamp. Gehle called for the question. Hodge = y, Heitkamp = y, Gehle = y, Steiner = y. Passed 4 yes.

Motion Hodge to accept the Mayors Court pay in of $203.00. Second Gehle. Heitkamp called for the question. Hodge = y, Gehle = y, Heitkamp = y, Steiner = y. Passed 4 yes.

The Finance committee met on July 10th to review budget issues. The income tax refund line item is running close. We may have to increase that next year. Everything was left as is for now with plans to work on any cuts this fall.

We had a budget hearing before Council at 7 pm. The prelimary budget will be turned in to the Mercer County Auditor for their review.

Service Committee: Gary Hodge

Nothing at this time.

Safety Committee: Ron Searight

RESOLUTION 04-12
A RESOLUTION DECLARING IT NECESSARY TO LEVY A RENEWAL TAX FOR FIRE PROTECTION.

Motion Gehle, Second Steiner to approve Fire Protection Levy for the November ballot. Hodge called the question. Gehle = y, Steiner = y, Hodge = y, Heitkamp = y. Passed 4 yes.

Economic Development Committee: Eugene Steiner

Scheduled an Economic Development meeting on August 7th at 7 pm before Council meeting.

Public Utilities Committee: Greg Pontsler

ORDINANCE 04-12
AN ORDINANCE LEVYING ASSESSMENTS FOR DELINQUENT WATER BILLS AND DECLARING AN EFFECTIVE DATE.

First reading 07/17/12

Rules Committee: Chris Heitkamp

Committee recommends amending the Employee Handbook Section 11.3 Bereavement Pay to include Step Parents and Step Children time off with pay not to exceed three days. A longer leave may be granted with written permission.

Motion Heitkamp. Second Steiner. Hodge called for the question. Heitkamp =y, Steiner = y, Hodge = y, Gehle = y. Passed 4 yes.

ORDINANCE 03-12
AN ORDINANCE ESTABLISHING AND CLARIFYING THE MOST CURRENT LEGISLATION ON SUBJECTS WITH DUPLICATED OR PRIOR LEGISLATION AND DECLARING AN EFFECTIVE DATE.

1ST reading – 06/19/12

2nd reading – 07/17/12

 

Old Business

Several complaints have been brought up regarding the parking on Front Street. Original plan was to have parking on only one side of the street, but was never done. Once street was complete it didn’t seem like we needed to implement that plan. Now residents are requesting that the issue be reviewed. Mayor will give information to Gary Hodge so he can talk to people. Gary and Jeff will go down front street and review the situation. Let it be noted that several residents are parking the wrong way on the street which can cause some confusion.

Steiner has had some question about when the buildings in the downtown will be taken down. Permission to proceed was just this week – July 15th. There is a deadline and that information will be given to Rob Belna.

New Business

Rockford Recreation requested approval to proceed with the Diamond 5 vision.

Tom Rogers of The Belle requested street closure for the August 11th 3rd Annual Sock Hop and Cruise in.
