                        RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, June 16, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long.

 

Pledge of Allegiance

 

Those present:  Gehle, Rutledge, Fox, Pontsler, Dooley, Heitkamp

Also attending:  Jeff Long, Srgt. Stetler, Glenn Keeling, Peggy Kimmel

 

Motion Fox.  Second Pontlserto accept the agenda as orders of the day with addition of Ordinance of 07-15 added to Steve Gehle’s report. Heitkamp called for the question.  Fox = y, Pontsler = y, Heitkamp = y, Gehle = y, Rutledge = y, Dooley = y.  Passed 6 yes.

 

Motion: Gehle    Second Dooley to accept the minutes from the

June 2, 2015 council meetings as presented.  Fox called for the question.  Gehle = y, Dooley = y, Fox = y, Rutledge = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

 

Visitors to Address Council:

 

Glenn Keeling addressed council by giving information for the 1st Annual Autumn Fest Musical Benefit to be held at the Grand Lake Motorcycle Club in Mendon on August 14,15 & 16.  For more information call 419-863-0498.

Proceeds to benefit a breast cancer patient – a single mother with 2 young children.

 

Mayor’s Report and Correspondence:

 

June 19-21 – Rockford Community Days –  concert events:   Thom Mckee, Shelby County Line, Nut Flush, & Kill the Rabbit other events include:

21st Annual Cruise in Car Show, Fox Family Ride, Chamber FUN Challenge, Quarter Auction, fireworks and parade !

Some changes may occur because of  flooding issues.

 

July 16 – “Starting Right” workshop ~~  Wright State Lake Campus partnering with Van Wert Economic Development for a seminar designed to help entrepreneurs begin their journey to open a business in Ohio. Will be held at the Rockford Community Building at 6 pm.  If you are beginning a business or just thinking about it, this workshop will have information you need.

 

 

 

 

Village Administrator’s Report – Jeff Long

 

The rains continue to cause some problems at the park and a resident sewer problem.  We have gotten a load of sand in case the need arises for sandbags.  The river is to crest on Wednesday at 5 pm but more rain in the forecast.  We will do what we can.

 

Park – mowing is a problem.  We will be blocking off the parking area so that people are not parking in the grass area which is becoming very soft.

 

New lights are up at the park.  They look very nice.  We have 2 more in reserve.  We will see if they are needed.

 

Mayor appreciates all the people and work that has been done to get the park ready for Community Days.

 

 

Committee Reports

 

Finance Committee –  Gary Fox

 

Motion Rutledge.   Second Gehle to pay the bills in the amount of $11,982.16  Dooley called for the question.  Rutledge = y, Gehle = y, Dooley = y, Fox = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Motion Dooley.  Second Pontsler to accept the Mayors Court pay in of $211.00.  Gehle called for the question.  Dooley = y, Pontsler = y, Gehle = y, Rutledge = y, Fox = y, Heitkamp = y.  Passed 6 yes.

2016 Budget hearing will be scheduled for July 7th at 7:15 pm with the annual budget to the county auditor by July 15th.

 

 

Service Committee:   Greg Pontsler

 

We have some pot holes that need work.  Rec board not having meetings during ball season.  Sidewalk needs finished on West St. — also the West St property needs mowed.

 

 

 

 

 

Safety Committee:     Chris Heitkamp

 

Safety Committee meeting schedule for June 30th at 7 pm to discuss the policy and procedure of the Mutual Aid Agreement.

 

 

Economic Development Committee:  Rob Rutledge

 

Public Utilities Committee:   Steve Gehle

AN ORDINANCE LEVYING ASSESSMENTS FOR DELINQUENT WATER BILLS, AND DECLARING AN EFFECTIVE DATE.

ORDINANCE 07-15

AN ORDINANCE AUTHORIZING ALL ACTIONS NECESSARY TO EFFECTUATE AN OPT-OUT ELECTRIC SERVICE AGGREGATION PROGRAM PURSUANT TO THE OHIO REVISED CODE 4928.20; AND DIRECTING THE MERCER COUNTY BOARD OF ELECTIONS TO

SUBMIT THE BALLOT QUESTION TO THE ELECTORS; AND AUTHORIZING AN AGREEMENT WITH AN AGENT FOR SUCH PURPOSES.

* Mayor / 2 Council seats to be on the ballot in November.  The deadline for

information to be turned in to the Board of Elections is August 5th.

 

John gave some details about smoking in the park.  At this time we are asking people to be courteous of others.  We may need to consider an ordinance designating smoking areas and some signs.
