Council called to order by Mayor Amy Joseph, Tuesday, March 1, 2022

at 7:30 pm.

Village Administrator’s Report – Aaron Temple  –

This past weekend there was a mishap at the WWTP – someone drove through our fence and caused considerable damage.   The vehicle was blue.  If you have any information, please contact the Village office.   We need the responsible person to come forward and pay for damages.

Other problems – semi traffic (53’ trailers) continue through residential areas.   We are replacing many stop / street signs as the semi’s do not have enough room to turn corners and are taking out our signs.    This costs $100+ for sign / post and employee time to install new signs.   This needs to stop.     What can be done?  Happening at random times — call the village office if you see this happening and report company so we can reach out.

Street lights  – still working on this.  Several that have been reported as fixed still do not work.     Will make a call to the company and see what happens.   Council not happy with their answer to calls.

Had meeting with Access Engineering regarding the Water plant — we are moving forward.   We will get better pricing – hopefully – if we wait until later in the year to get bids.   Looking at beginning project later this Fall with project completion next Spring.

Discussed getting bids to paint the South water tower.

Discussed the Franklin Street reconstruction — we will start with estimates to include the extension to Buckeye street —- will depend on grants and Village matching funds if we can afford this extended project.

Finance meeting – 02/18/2022 –  Aaron review the information that was discussed at the finance meeting.  Nothing more to add.

RESOLUTION 02-22

ABOLISH THE SHANES PARK BOARD OF TRUSTEES AND TRANSFER ALL FUNDS TO THE VILLAGE OF ROCKFORD FUND 2041 – EFFECTIVE MARCH 1,2022.

Shanes Crossing Subdivision – 6 Lots left for sale – contact Tammy Cheek with Homes at Ohio’s Edge Realty.    One more may be under contract next week !   

We may need to begin to start discussions on Phase 2.     Later in the week will contact printing company to get the outdated signage updated…  still says 2019.

Business Park updates –   Ordinance 04-22  for the Annexation of 51.486 acres will happen after the trustees approve.  

WRKD updates –    will be invoicing the winter sports underwriters.  Will need to update some equipment with the shutdown of 3G.    Will be broadcasting softball and baseball tournaments this Spring.

Old Business:

Haven’t received information from the OML regarding council training.   Lisa will contact them to see when confirmation and PDF will be sent.

Still concerning about the street lights — we are not getting good services.  Reach out to PUCO ?   Aaron will contact company and see what they say.  Then move forward as necessary to get some results.

Now –  Rockford Fun Fact —  has been reading old council minutes.   The water tower was installed in 1931 —- 91 years old this month.    It has served it’s purposes for a good long time.
