Meeting Minutes: March 15, 2022

Council called to order by Mayor Amy Joseph, Tuesday, March 15, 2022

at 7:30 pm.

Those present: Jessica Yoder,  Ron Searight,  Luke Stephenson,  Mary Beougher, Brad Now,  Chris Heitkamp

Motion  Stephenson.  Second Searight to accept the agenda as orders of the day with correction we will discuss Resolution 04-22 but need to have another meeting to finalize.       Yoder called for the question.    Stephenson = y, Searight = y, Yoder = y, Beougher = y, Now = y, Heitkamp = y.  Passed 6 yes.

Wednesday – April 20th —  Rockford Chamber and First Financial Sponsoring  – Financial Wellness presentation – Developing a Business Plan at 5:30 pm at the Rockford Library. Look for registration information soon.  *** In this workshop, participants will learn the eight parts of a business plan and what to consider when writing a business plan. At the end of the workshop, business owners will have a blueprint or first draft of a business plan.

Village Administrator’s Report – Aaron Temple  – absent report by Joe Roth

All the alleys have been grated and will be done again later this spring. 

Park restrooms will be opened up for the season yet this week.

No one has contacted us to take responsibility for crashing through our fencing at the Wastewater treatment so we have replaced and paid for damages.

Floats and diffusers will be installed on the pond at the WWTP in order to control the spring rollover odors.

Water plant checks and south tower inspections haven’t happened yet.  Waiting on companies to contact us with dates.

We have a lot of projects going on late spring and summer.  Please know that we are doing our best to get them all done in a timely manner.

Committee Reports

Finance Committee:   Ron SearightPresident

Motion  Stephenson.  Second Yoder to pay the bills as presented – $ 25,698.16.  Heitkamp called for the question.  Stephenson = y, Yoder = y, Heitkamp = y, Searight = y, Beougher = y, Now = y.  Passed 6 yes.

Motion Stephenson to accept the Mayors Court pay in of $344.  Second Beougher.  Now called for the question.   Stephenson = y, Beougher = y, Now = y, Yoder = y, Searight = y, Hetikamp = y.  Passed 6 yes.

OML MUNICIPAL OFFICIALS TRAINING SEMINAR – was held on Saturday – March 12th —- updates / feedback:   Ron and Brad attended.  Very good training.  The training was for council members and mayors.  Discussed different rules, open meetings, public records, ordinances and resolutions and what are the differences.   In hearing about other cities and villages – we are doing a pretty good job overall.  Highly recommend others attending next year. 

Now mentioned that they enjoyed talking with other people during breaks and at luncheon – very interesting hearing situations that we have been in to hear their results and hearing of situations that we may have in the future and how situations have been handled.   Very interesting and they kept the seminar very informative.

Ron will turn in mileage report to be reimbursed with the next set of bills.

Motion Stephenson to approve Fund 2041 – Park and Recreation – appropriations to $25,000 and income to $30,000.   The need to use this fund is required in order for council to make sure the rentals are paying for maintenance of the park facilities, cleaning services, and occasional seasonal events – Such as the Easter Egg Hunt that is being planned for next month.    Second Heitkamp.  Now called for the question.   Stephenson = y, Heitkamp = y, Now = y, Yoder = y, Searight = y , Beougher = y.  Passed 6 yes.

Motion Yoder to approve BC for park  – $1,000 for 1st Quarter.  Second Beougher.  Stephenson called for the question.   Yoder = y, Beougher = y, Stephenson = y, Searight = y, Now = y, Heitkamp = y .  Passed 6 yes.

Finance meeting held on 03/10/2022  –   discussed – the need to appoint a park manager and review rates for rentals at Shanes Park.   It’s been many years since there have been rate increases to the rental fees.   If we are going to continue to maintain and improvements – there needs to be an increase of revenue. 

RESOLUTION 03-22

A RESOLUTION TO APPOINT PARK MANAGER (Amy Joseph) , TO SET PAY FOR THIS POSITION ($150 per month) , AND DECLARE AN EFFECTIVE DATE – MARCH 1, 2022

Motion: Stephenson.  Second Now.  Heitkamp called for the question.   Stephenson = y, Now = y, Heitkamp = y, Yoder = y, Searight = y, Beougher = y.  Passed 6 yes.

RESOLUTION 04-23

TO APPROVE RATES FOR PARK RENTALS, AND TO SET PAY FOR THOSE WHO PROVIDE SERVICES – IE CLEANING AND DECLARING AN EFFECTIVE DATE –

We are reviewing the rates for the following reason – they haven’t been raised in years and costs continue to increase. 

After reviewing what was discussed at the previous meeting we have gathered more information and need to have another meeting.    Monday – March 21st at 7 pm. 

Motion Now:  to approve Tom Beahrs for mowing and leaf pick up at a rate of $1200 per month beginning in April 2022.  Payment will be at the end of each month.  Second Stephenson.  Heitkamp called for the question.    Now = y, Stephenson = y, Heitkamp = y, Yoder = y, Searight = y, Beougher = y.  Passed 6 yes.

Wellness 365 –new look and new ownership – Brooke May.  Stop in to see her !   

Holeshot Accessories – began building on Main Street  –  made a lot of progress in just one day.

WRKD updates –

OML MUNICIPAL OFFICIALS TRAINING SEMINAR – was held on Saturday – March 12th —- updates / feedback — again very good seminar and will go again.

Public Utilities Committee:   Luke Stephenson –   

DORA updates  –   We have several logos to look at that will be on the DORA cups.   We have been getting some quotes for cups and signage costs.

Old Business:

Bus stop —  several people at the park looking over the project over the weekend so hopefully weather permitting can be finished up soon.

New Business:

Election update – need to be registered to vote by April 4th to vote in the May 3rd primary.   Early voting to begin on April 5th.    By next week the sample ballots should be ready to view online at https://elections.mercercountyohio.gov/  click at top of page sample ballot.  Will take you to another screen to add name and birthdate.
