Council called to order by Mayor Amy Joseph, Tuesday, May 17, 2022

at 7:30 pm.

Those present:  Jessica Yoder,  Ron Searight,  Luke Stephenson,  Mary Beougher, Brad Now,  Chris Heitkamp.   

Also attending:   Chief May, Srgt Stetler, Barry & Robbie Peel, Bret Jones, Mark Elliott, Marge Gehle, Sandy Schaffner, Dale Smith, Erin G of the Daily Standard.

Motion Searight.  Second Yoder to accept the agenda as orders of the day.

Visitors to Address Council:

Barry Peel – asked to address council but was not on the agenda –  permission granted.   Received complaint letter about rental property.   Village mowed property and renter was upset as they knew nothing about the issue. 

Bret Jones – Stated he would mow yards for free.  Wanting answers as to why the Village is doing this when people are struggling pay check to pay check.  There must be a better way to handle situation.  Suggested council use one of his many mowers and help out instead of fining residents.

Mayor’s Report and Correspondence: 

Rockford Community Garage Sales will be held in conjunction with Community Days on June 17th and 18th

Community Announcements and events:

May 30th – Memorial Day – Village office closed

June 17th  – Rockford Community Days Car Show sponsored by the   Rockford Lions Club —  – Market St.

June 17 & 18th —  Rockford Community Days & Art Festival  – 

July 4 – Independence Day – Village office closed

Village Administrator’s Report – Aaron Temple  –

Water tower inspection has been completed.  Waiting on report of needed repairs if any.

Chemical supplier for the water plant will now be charging additional $40 fuel surcharge.   Additional fuel charges from other companies as well.  Costs have increased at least 15%.

The cleaner and deodorizer system Ft. Recovery using seems to be working.  We have ordered 10 buckets.  We will dose heavy and then taper off as we try to get the odor under control.

Council received list of properties we have contacted with grass and weed issues.  Homeowners need to read the notice carefully –   just pushing a mower through the grass does not mean in compliant.  Excessive grass clippings need cleaned up, trees and bushes need trimmed, etc.    We don’t want to charge $250 to come in and do trimming but we will if not done properly.   Do not blow grass in the streets!

With so much property maintenance we are behind in our Spring / Summer projects.  Plans to get some sidewalks finished and set up time frame for residents of the subdivision to get their sidewalks completed too.

NOTICE OF PUBLIC HEARING ON APPLICATION FOR DESIGNATION OF OUTDOOR REFRESHMENT AREA (DORA)

On May 3, 2022 an application for the establishment of a Designated Outdoor Refreshment Area (DORA) was submitted to Council for the Village of Rockford, Ohio. The application is on file in the Office of the Clerk of the Village and is available for inspection by the public during regular business hours. A public hearing shall be held regarding the application on June 7, 2022 at 7:00 p.m. in the Village Office located at 151 E. Columbia Street, Rockford.
