RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, May 20, 2014 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Gene Steiner

 

Pledge of Allegiance

 

Those present:  Gehle, Steiner, Fox, Pontsler, Dooley, Heitkamp

Also attending:  Jeff Long,  Srgt Stetler, Brian Burns, and Amy K from the Daily Standard.

 

Motion Steiner.  Second Dooley to accept the agenda as orders of the day. Gehle called for the question.   Steiner = y, Dooley = y, Gehle = y, Fox = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Motion: Pontsler.  Second Fox to accept the minutes from the

May 6 , 2014  council meetings as presented.  Dooley called for the question.

THANK YOU to the Village of Rockford residents for supporting our replacement levy on May 6th.
New Auxillary officers – Brian Burns and Carl Green.
Rockford Community Days Meeting – May 21st  at 7 pm @ Shanes Park
Culpepper & Merriweather Circus coming to Rockford – May 29th
2 shows 5 pm and 7:30 pm.  Pre-sale tickets ON SALE NOW at Barry’s Family Market, Rockford Carnegie Library, and the Rockford Village Hall

 

Rockford Community Days – June 13, 14, 15
Pre-sale inflatable wristbands ON SALE NOW at the same locations.

 

 

 

 

 

 

Village Administrator’s Report – Jeff Long

 

3 houses have been served notice under authority of Ordinance 01-14 with orders that the buildings be removed.
We have used the crack sealing equipment and it will do a good job.  The tank and propane tank are mounted on a trailer.
Spraying for mosquitos has begun and we will spray 2-3 times per week as needed.
(2) street lights on Main Street that were damaged have been repaired and replaced.
Streetscape – trees on main street will be mulched this week
The lots by the Fire Department have been cleaned up and stoned.
Splash pad – working to get it opened by May 24
Remember – May 26th – Memorial Day Parade and ceremony honoring our veterans at Hedges Park.
 

 

Committee Reports

 

Finance Committee –  Chris Heitkamp

 

Motion Steiner to pay the bills in the amount of $38,582.34. Second Fox.  Dooley called for the question.  Steiner =y, Fox = y,  Dooley = y, Gehle = y, Pontlser = y, Heitkamp = y.  Passed 6 yes.

 

 

Motion Pontsler.  Second Gehle to accept the mayors court pay in of $337.22.  Fox called for the question.  Pontsler = y, Gehle = y, Fox = y, Steiner = y, Dooley = y, Heitkamp = y,  Passed 6 yes.

 

2015 Annual Budget due to the Auditor’s office by July 18th.

 

 

Service Committee:   Greg Pontsler

 

Rockford Rec —  games begin tonight to start the season.

 

Demonstration with lights and cameras at the park last Wednesday.  We are waiting on a quote for 4 units.  Village to run electric and set poles.

 

Sunday Volleyball league – 22 teams participating.

 

 

 

 

 

 

Safety Committee:     Gary Fox

 

Would like to see training happening.  Maybe Wednesday mornings.  Will get Jeff a list of some youtube videos.  Need to document trainings.

 

 

 

Economic Development Committee:   Gene Steiner

 

The committee will be meeting again before the next council meeting on June 3rd at 7 pm.

 

RADC and the Economic Development Committee met together on May 19th at the Rockford Library.  Was a beneficial meeting and we will continue to meet together.  We came up with a list of goals.  The top 11 eleven items will be prioritized at the next meeting.  We want other organizations to get involved and get groups of volunteers going in directions that they are interested in.

RESOLUTION 06-14

A RESOLUTION AUTHORIZING AND DIRECTED THE ADMINISTRATOR OF THE VILLAGE OF ROCKFORD TO EXECUTE ALL DOCUMENTS RELATIVE TO THE TRANSFER OF PROPERTY CURRENTLY BELONGING TO THE VILLAGE OF ROCKFORD, COUNTY MAP NO 0217477001 LOCATED ON THE SOUTH CORNER OF FRANKLIN STREET AND PANTHER ALLEY, TO THE PARKWAY LOCAL SCHOOLS BOARD OF EDUCATION.

Old Business

 

Several stop signs need checked out yet.  State / Pearl St.

 

 

New Business

 

Need to work on some information about keeping yards cleaned up and reasons such as old tires hold water which is breeding grounds for mosquitoes.  Keeping gutters cleaned out for same reason.    The need to keep grass and weeds cut.

We will be taking a village survey in a week or two with warnings and citations going out.
