Council called to order by Mayor Amy Joseph, Tuesday, May 3, 2022

at 7:30 pm.

Motion Searight.  Second Stephenson to accept the agenda as orders of the day.

May 16 – 23rd – Village office closed

July 4 – Independence Day – Village office closed

Village Administrator’s Report – Aaron Temple  –

Pre-construction meeting on May 11th for the Main Street paving project. 

Main Street repaving — Will not be working the weekend of Community Days.

Ft. Recovery having same odor issues at their wastewater treatment plant.   Blair and Joe went there to see a new process they will be trying.     Costs $175 per bucket.  Would need to mega dose and then slowly apply after that.  We will wait for Ft. Recovery reports to see how it works or doesn’t work before we move forward.  

Sidewalks to connect Subdivision to Columbia Street and Holly Lane – once the weather cooperates we will begin working on that project.   We are also going to work throughout the park connecting sidewalks for walking paths around the park.    Will bring some sketches to next meeting for council review. 

Pickle ball court ready for the season.   Need a load of sand for the volleyball court. 

Meeting with Ken Pond of Fremont – working on more signage for truck entrance.     West Ohio Food Bank will be at Fremont on May 13th from 10 am – 2 pm.

12 notices have been sent – mowing / grass / brush — needs taken care of within 5 days.

Ron S. – some erosion at park ball diamonds. 

Mayor Joseph –  Thanks for volunteers pulling weeds at the park — will need more throughout the summer.   Will be putting down some preventative maintenance.

All costs are increasing – 15-20% —

ORDINANCE 05-22

AN ORDINANCE REQUIRING CONTRACTORS DOING BUSINESS IN THE VILLAGE OF ROCKFORD, OHIO TO MAKE APPLICATION FOR CERTIFICATE OF REGISTRATION, UPDATING FEES, AND INFORMATION AND REPEALING ALL PRIOR INCONSISTENT LEGISLATION.

RESOLUTION 06-22

A RESOLUTION BY THE COUNCIL OF THE VILLAGE OF ROCKFORD, OHIO, ADOPTING THE MERCER COUNTY MULTI-JURISDICATIONAL NATURAL HAZARD MITIGATION PLAN.

Safety issue – Main Street bricks – will look at possible solutions.

Trash removal on Main Street — Should be done on Thursdays by Mahargs

Corner of Franklin / Market – will eventually be parking but waiting for street reconstruction project to cut in entrance off Franklin St.  The property is owned by Mahargs but will allow the Village to use as parking area.

Economic Development Committee:  Brad Now –

Shanes Crossing Subdivision – 5 Lots left for sale – contact Tammy Cheek with Homes at Ohio’s Edge Realty.        . 

Business Park updates –   Dublin Township Meeting was held on Tuesday April 26th – 7 pm.    Brad and Lisa attended along with Ryan Thompson.  Necessary paperwork is done to move forward.

WRKD- going good.    We will be sponsoring the DORA cups with the station logo to give us some additional promotion.  We are also awarding a Parkway senior a $500 scholarship. 

Public Utilities Committee:   Luke Stephenson –   

Application has been submitted to the Village of Rockford for the Outdoor Refreshment Area (DORA).     The application is on file at the office and we will be holding a public hearing on June 7th at 7 pm – Village office.   Information has been given to the Main Street businesses – haven’t heard anything back – no questions  nor complaints.    Will publish notice in the Photo Star the next 2 weeks.

Ordinance 07-22

AN ORDINANCE AMENDING ZONING ORDINANCE NO 02-21 TO CLARIFY THE DEFINITION OF FENCE; AND DECLARING AN EMERGENCY.

“Any structure, constructed of wood, metal, vinyl, or combination of the said materials, other than part of a building, of sufficient strength and dimension to prevent straying from within or intrusion from without.”
