Council called to order by Mayor Joseph on

Tuesday, May 7, 2019, at 7:30 pm at the Rockford Village Hall.

Motion Young. Second Gehle to accept the agenda as orders. Now called for the question.    Young = y, Gehle = y, Now = y, Heitkamp = y, Passed 4 yes.

 

Motion Now.  Second Gehle to accept the minutes from the

Thursday/ Friday – May 9 and 10 – Parkway 3rd graders visit log cabin and museum.

 

Tuesday – May 14 – Brush pick up

 

Saturday am – May 18 – New Horizons Student Ministries – bottle cap collection to benefit the Veterans Memorial

(Will be 3rd Saturday of each month)

 

Sunday – May 19th – Parkway Graduation

 

Monday – May 27 – Memorial Day Remembrance

 

Friday and Saturday – June 14/15 – Rockford Community Days

 

Saturday – June 22nd – Fox Family Ride for Autism

 

Village Administrator’s Report – Jeff Long

 

Wastewater Treatment plant update – final aerators installed and lagoons coming around. Meeting on May 18th with suppliers for a final tune up. We will be adding a dose of bugs to begin eating up the sludge – data says it works and will help make the treatment better. We are beginning to discharge usable water – this is all good news. Fremont increasing production seems to be working good also.

 

We are working on the park and getting caught up on the mowing – which has been challenging with weather conditions.

 

We had 22 applications for the open position and we will begin the interview process later this week.   The Service committee met last week and narrowed the field to 6 applicants.

Finance Committee – Steve Gehle

 

Motion Young to pay bills as submitted – $ 22,068.68. Second Now. Heitkamp called for the question. Young = y, Now = y, Heitkamp = y, Gehle = y. Passed 4 yes.

 

Motion Heitkamp to approve the monthly financial reports:

 

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report, Bank reconciliation and comparison report for the water, sewer, and income tax.

 

Second Young. Now called for the question. Heitkamp =y, Young =y, Now = y, Gehle = y. Passed 4 yes.

 

Motion Young to approve supplemental appropriations to date and additional purchase orders. Second Now. Heitkamp called for the question.

 

Service Committee:   Greg Pontsler – absent

 

 

Safety Committee:     Chris Heitkamp –

 

Safety committee meeting – didn’t happen as neither Greg nor Wilbur showed up.

 

 

 

 

Mayor Joseph reported for Chief May that he would like approval to hire another part time patrolman.

 

Motion Gehle. Second Heitkamp to hire Jason Seger. Young called for the question. Gehle = y, Heitkmap = y, Young = y, Now = y. Passed 4 yes.

 

 

 

Economic Development Committee: Shane Young

 

Jeff will be meeting with Tammy Cheek this week to review some purchase offers for the Subdivision.

 

 

Public Utilities Committee:  Wilbur Fox – absent

 

Rules Committee:   Brad Now

 

 

Old Business:

 

 

We are continuing to change out water meters – over 100 done so far. Will continue with the project.

 

Several issues discussed regarding Colonial and the residents they are accepting. We have requested information and need to make sure procedures are in place and have expressed the need for safety of the community.

 

At the November General Election there will be a Mayor Seat and (2) Council seats on the ballot. Residents interested in public service would need to contact the Board of Elections and get paperwork filed by the August 7th at 4 pm deadline.
