Council called to order by Mayor Amy Joseph on

Tuesday, November 17, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long

 

Pledge of Allegiance

 

Those present:  Gehle, Rutledge, Fox, Pontsler, Dooley, Heitkamp

 

Also attending:  Srgt Stetler, Jeff Long, Jesse Pollock of the Daily Standard and

Marti Lentz.

 

Motion Rutledge.   Second Dooley to accept the agenda as orders of the day.  Gehle called for the question.  Rutledge = y, Dooley = y, Gehle = y, Fox = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Motion Dooley.   Second Fox to accept the minutes from the

November 3, 2015 council meetings as presented.  Gehle called for the question.   Dooley = y, Fox = y, Gehle = y, Rutledge = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

We have still have several other areas we are looking for volunteers to serve:

 

We need 3 volunteers to serve on the tax board – (2 members 1 alternate)

 

We need 1 volunteer for the records commission.

 

Please call the village office at 419-363-3032 ext 1 if you are interested in serving on these boards.

Rockford Community Building  * 4 – 7 pm

Lasange Dinners $7 each – tickets at Barrys Family Market, Betsey’s Boutique, Henkle Insurance and His n Hers.

 

 

Christmas at the Park – Sunday – November 29th – 7 pm     * Shanes Park

Lighting of the park with local musical talent.  Cookies / hot chocolate !

 

Upcoming December events:

 

The Village of Rockford will be holding Public Hearings on the Plan of Operation and Governance of the ballot approved natural gas and electric aggregation for the Village. All meetings will be held at the Village Hall, 151 East Columbia Street, Rockford, OH 45882.

Village Administrator’s Report – Jeff Long

 

WWTP EPA inspection last week to renew permit.  Once we have the permit to install we will be able to apply for funding.   Then shortly thereafter we will have the construction permit to move forward with upgrades.

 

 

Committee Reports

 

Finance Committee –  Gary Fox

 

Motion Rutledge.  Second Dooley  to pay bills submitted by the Fiscal Officer in the amount of $17,825.38.  Gehle called for the question.  Rutledge = y, Dooley = y, Gehle = y, Fox = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Motion Pontsler.  Second Fox to accept November Mayors Court pay in of $390.00.  Gehle called for the question.  Pontsler = y, Fox = y, Gehle = y, Rutledge = y, Dooley = y, Heitkamp = y.  Passed 6 yes.

Ordinance 10-15

 AN ORDINANCE TO AMEND THE “VILLAGE OF ROCKFORD INCOME TAX ORDINANCE NO. 10-19-2004” TO ACHIEVE COMPLIANCE WITH THE PROVISIONS AND LIMITATIONS OF AMENDED SUBSTITUTED HOUSE BILL 5 PASSED BY THE 130TH GENERAL ASSEMBLY AND SIGNED INTO LAW BY GOVERNOR KASICH AND TO DECLARE AN EFFECTIVE DATE.

ORDINANCE 11-15

AN ORDINANCE ESTABLISHING A PAY SCHEDULE FOR ALL FULL-TIME HOURLY AND SALARIED EMPLOYEES AND PART TIME POLICE PATROL OF THE VILLAGE OF ROCKFORD, OHIO FOR THE YEAR 2016.

AN ORDINANCE TO MAKE APPROPRIATIONS FOR THE CURRENT EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ROCKFORD, STATE OF OHIO. DURING FISCAL YEAR ENDING DECEMBER 31, 2016.

RESOLUTION 12-15

A RESOLUTION RETAINING THE SERVICES OF JUDY A KOESTERS AS SOLICITOR FOR THE VILLAGE OF ROCKFORD, OHIO FOR 2016, SETTING COMPENSATION, AND ESTABLISHING RESPONSIBILITIES.

 

Motion Fox.  Second Pontsler.  Gehle called for the question.  Fox = y, Pontsler = y, Gehle = y, Rutledge = y, Dooley = y, Heitkamp = y.  Passed 6 yes.

 

Gehle asked Jeff to look into soft touch start ups for the electric bills.  Hoping that would decrease the on demand fees.

 

Fox asked about insurance increase in the budget.  Came in at 7 %.

 

 

 

Service Committee:   Greg Pontsler

 

Nothing at this time.

 

 

Safety Committee:     Chris Heitkamp

 

Disaster Recovery plan – Jeff will look into this.

 

Post Office making necessary improvement – looks like all will be ok.

 

Economic Development Committee:  Rob Rutledge

 

A meeting was held on Monday – November 9th at 3 pm.  Committee took a field trip to study the Columbia Street reconstruction plan and then took a look at the new sub division area.  We had some very good thoughts and ideas come from the meeting.  No details at this time to see if we can implement ideas.  If the ideas works we will be able to move forward a little faster.

 

 

Public Utilities Committee:   Steve Gehle

 

Nothing at this time.

 

Rules Committee:      John Dooley

 

Nothing at this time.

 

 

 

Old Business

 

Decorative street lights – we need 3 but will be getting 4 to have an extra.  Looking at changing the bulbs to LED.  Saving payback in 2.3 years.  Cost at this time $180 per light with a $50 rebate though DP & L.    This would include all 67 decorative street lights.   Also have a choice between yellow and white light and would also lower the wattage.  Jeff will be getting more information on this project.

 

Pontsler asked about paying water bills by debit cards / credit cards.  We do not have that service available at this time. We will get some information.

 

 

New Business

 

Leaf truck is done – motor blew up.   Right now we are borrowing a leaf truck from Coldwater.  We will have to look at some options for next year.

 

Rutledge – with recent events in the news, wondering about school safety.  Stet stated that they had a practice session a while ago and that there is police presence throughout the day.

 

Motion Fox.  Second Gehle to approve giving the full time employees Chamber Gift Certificates $50 and part time $30.  Dooley called for the question.  Fox = y, Gehle = y, Dooley = y, Rutledge = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.
