Council called to order by Mayor Amy Joseph, Tuesday, November 17, 2020,

at 7:30 pm on Zoom and Facebook live.

Invocation –   Shane – The Lord’s Prayer

Those present:   Young, Stephenson, Pontsler, Now, Heitkamp

Also attending:   Sydney Albert of the Daily Standard, Srgt Stetler, Robbie Peel

Motion Stephenson.    Second Heitkamp to accept the agenda as orders of the day.            Now called for the question.     Stephenson = y, Heitkamp = y, Now = y, Young = y, Pontsler = y.  Passed 5 yes.

Her work and dedication for the promotion of the community and for vision and leadership in historical preservation.

With covid concerns – the Village office will be closed to the public.  Please use online paying methods or the drop box at the Village office.

Wednesdays —– Drive-Thru Dinners

            Rockford United Methodist Church 4:30 – 6:30 pm

•           Note new time — Open to the public

Tuesdays – Second Tuesday of Each Month – Dine at Motor Inn and 10% of your bill will be donated to the Parkway Music Boosters.

•           Need flyer to get discount

Thursday and Friday – November 26 & 27 — Village Office closed for Thanksgiving.

Saturday – November 28th – Small Business Saturday — another opportunity to shop local and support our community businesses.

Sunday – November 29th –  American Legion – Turkey Shoot – canceled

Rockford’s Best Decorated house contest —  3rd Annual —- The presentation will be on December 13th —- earlier this year !

Village Administrator’s Report – Aaron Temple

Jeff no longer wanting to go door to door with covid concerns.  Moving to Plan B – regarding income surveys.  They will be mailed — will be from the Village or from Access Engineering… Please fill out and return ASAP !  We are several weeks behind!

Ordered the new equipment for the wastewater treatment plant – should be here within a week. 

LAST DAY FOR LEAF PICK UP — November 30th  — we will be going out every other day until then. 

Last meeting regarding lights at the subdivision.  Should be getting quote by the end of the week.   We are working with the post office on the community mailbox.  

Comment from the live feed — regarding dead limbs in trees.  Not sure what the question is regarding to, but if you have dead limbs in trees and need assistance with removal we can try with bucket truck otherwise may have to hire a company that does such work.

Finance Committee –  Shane Young  

Motion Pontsler.   Second Stephenson to pay bills as submitted  – $ 106,442.89..  Heitkamp called for the question.    Majority is the covid funds payments, police ammo for qualifications and a new router for the village offices.  Rest are regular monthly payments.    Pontsler = y, Stephenson = y, Heitkamp = y, Young = y, Now = y.  Passed 5 yes.

Motion Pontsler.         Second Stephenson to accept the Mayors Court pay in $258.  Now called for the question.   Pontsler = y, Stephenson = y, Now = y, Young = y, Heitkamp = y.  Passes 5 yes.

ORDINANCE 04-20

AN ORDINANCE TO MAKE APPROPRIATIONS FOR THE CURRENT EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ROCKFORD, STATE OF OHIO, DURING FISCAL YEAR ENDING DECEMBER 31, 2021.

Ordinance 05-20

AN ORDINANCE ADOPTING AMENDMENTS TO THE VILLAGE OF ROCKFORD INCOME TAX ORDINANCE TO RESCIND CREDIT FOR TAX PAID TO ANOTHER MUNICIPALITY OR INDIANA COUNTY, REPEALING ALL INCONSISTENT LEGISLATION, AND DECLARING, AN EFFECTIVE DATE.

We will have a finance meeting on Tuesday – November 24 at 7 pm to have discussions with Ryan Thompson who has some concerns and unable to make the meeting tonight.

We appreciate information and feedback from the community.

Service Committee:   Greg Pontsler  –  

Mayor – regarding the Park Board meeting – shared concerns from last park board meeting consisting of members – Amy, Jeremy, Marlene, Crystol, Marge and Greg as the council representative. 

Moving some trees at the park — they are in honor of someone but in the area of the gazebo and bridge.   We are needing the space to hold outdoor weddings which because of covid are becoming more and more frequent.     

Some things to consider regarding when to move and where to move.

Safety Committee:     Chris Heitkamp –  (Mr. President)

Economic Development Committee:  Brad Now –

Shanes Crossing Subdivision – Lots for sale – 20% discount/ build through – December 2021.   

WRKD updates  –   Will be doing Winter sports — accepting underwriting at this time.  May have some expenses with the text encoder in the future.

We will be working with Mike Bruns on getting the new equipment installed – we will have to coordinate schedules with rentals.
