Meeting Minutes: November 19, 2013
RECORD OF PROCEEDINGS:
Council called to order by Mayor Amy Joseph on Tuesday, November 19, 2013 at 7:30 pm at the Rockford Village Hall.
Invocation was given by Gene Steiner
Pledge of Allegiance

Also attending:Srgt. Stetler, Chase Heitkamp, Wilbur Fox,
Marie Miller and Amy K from the Daily Standard.
Motion Gehle. Second Pontsler to accept the agenda as orders of the day. Heitkamp called for the question. Gehle = y, Pontsler = y, Heitkamp = y, Steiner = y, Searight = y. Passed 5 yes.

Mayor’s Report and Correspondence:
FCC Application has been submitted for the Rockford radio station.
Could take up to a year to be approved. If approved, we have 18 months to get the station up and running.
(The Radio Station would be a non-commercial and locally supported. It would be a low power FM broadcasting station that would be owned and operated by The Village of Rockford. Since we would not be permitted to air commercials due to the limitations of our license, we would urge the community to support us with your donations, or if you own a business within our listening area, we would urge you to support us by joining our “Honor Roll of Underwriters.” )
- Lisa to Leadership class on Thursday – AG day.
- Congratulations to returning councilmen and new councilman John Dooley in the recent election. Thank you for your service to the Village.
- Need to fill open Council seat
In regards to the open council seat we have Marie Miller and Wilbur Fox here and will address council as to why they are interested in serving.
Marie Miller stated that she has been a resident for 8 years and feels that the younger generation should become more involved in their community.
Gary Wilbur Fox stated that he has been a resident for years and would like to show his support of the community by getting involved.
Council asked them to stay for a short interview process after the council meeting.

Finance Committee – Ron Searight
Motion Pontsler to pay the bills in the amount of $11,899.35. Second Searight Majority of expenses DP & L, Bulk Salt, dump truck. Heitkamp called for the question. Pontsler = y, Searight = y , Heitkamp = y, Gehle = y, Steiner = y. Passed 5 yes.
Motion Pontsler. Second Gehle to accept the Mayors Court pay in of $610.90.

Recevied notification from the Mercer County Auditor that our Local Government fund will be reduced an additional 4.18% or $1053.00.

RESOLUTION 12-13
A RESOLUTION DECLARING INTENT TO PROCEED WITH ELECTION ON THE QUESTION OF REPLACEMENT LEVY FOR GENERAL FUND EXPENSES FOR THE VILLAGE OF ROCKFORD.

West St. property residents were to be in court this week, but not sure what happened. Need to get with Paul.
People wanting to know why no Santa House this year. There is also no Christmas Walk. That is a Chamber function and we can’t get any volunteers to help us out, therefore it’s not being done this year.
The RADC will be handing out candy canes at the 4-way stop on December 21st at 1 pm.
Safety Committee: Chris Heitkamp
Chris will get with Jeff in a couple of days with some questions regarding stop signs, leaf and brush pick up and couple of other issues.
Economic Development Committee: Eugene Steiner

ORDINANCE 03-13
AN ORDINANCE REGULATING PEDDLERS AND SOLICITORS WITHIN THE VILLAGE OF ROCKFORD, OHIO AND DECLARING AN EFFECTIVE DATE.

Old Business
Mayor Joseph states that the lack of volunteerism in this community is saddening.
We are not having a Christmas Walk this year because no one wants to help. We are about at the same place with Community Days. We had a meeting last week and 3 people showed up. Either people will start to step up to help or we will not have ‘fun’ events in the community. Don’t know what to do to get people involved.
New Business
We will have a resolution to retain the services of Judy Koesters at the next meeting. The services would remain the same as this year.
