RECORD OF PROCEEDINGS:

Council called to order by Council President Gehle

Tuesday, November 19, 2019, at 7:30 pm at the Rockford Village Hall.

Invocation –  Jeff Long

Pledge of Allegiance

Those present: Gehle, Young, Pontsler, Now, Heitkamp

                                    Fox – absent

Also attending:  Tom Stankard  – of the Daily Standard, Srgt Stetler,  Robbie Peel, Bret Peel,  Dr. Means,  Aaron Temple, and Marge Gehle

Motion Pontsler .  Second Heitkamp   to accept the agenda as orders of the day.  Now called for the question.     Pontsler = y, Heitkamp = y, Now = y, Gehle = y, Young = y.  Passed 5 yes.

Motion Young.   Second Now to accept the minutes from the November 5, 2019 council meeting as presented.  Heitkamp called for the question.  Young = y, Now = y, Heitkamp = y, Gehle = y, Pontsler = y.  Passed yes.

Visitors to Address Council:

Dr. Means thanked Council / Village for knocking over the concrete pile that was mentioned at the last meeting.

Mayor’s Report and Correspondence:

Council President Gehle noted receipt and review of Mayors Court pay in,

bank reconciliation, and bank statement.

Community Announcements and events:

Saturday – November 23rd – Night at the Races – Community building

Saturday –        November 30th – Small Business Saturday

Sunday            December 1 – Christmas at Shanes Park – 6 – 8 pm

•           Best Rockford home decoration contest begins

Judging and winner announcement on December 24th via Facebook live with prize presentation.

Village Administrator’s Report – Jeff Long

Nothing new – questions / comments ?  

Councilman Pontsler asked questions regarding park equipment / soft surface project idea.  Waiting on quote for pricing.   Looking at taking out the purple play set and soft surface and new equipment.  30 x 40 area.     Question about Village helping at this time — Jeff stated not at this time.    It’s good to start asking questions and making a plan.  Might take a while.

Committee Reports

Finance Committee –  Steve Gehle

Motion Pontsler to pay bills as submitted –  $20,603.91.  Second Heitkamp.   Young called for the question.  Pontsler = y, Heitkamp = y, Young = y, Gehle = y, Now = y.  Passed 5 yes.

Motion Heitkamp to accept the Mayors Court pay in of $334.  Second Pontsler.  Young called for the question.  Heitkamp = y, Pontsler = y, Young = y, Gehle = y, Now = y.  Passed 5 yes.

Meeting updates / recommendations from November 12th at 7 pm – Village Administrator position.

Motion Now to hire Aaron Temple as the Village Administrator effective January 1st, 2020. Salary $51,000 with reviews at April 1 and August 1 with raises up to $2,000 each review per council approval.   Second Heitkamp.  Young called for the question.  Now = y, Heitkamp = y, Young = y,  Gehle = y, Pontsler = y.  Passed 5 yes.

Temple accepted the position.

Meeting updates/ recommendations @ 7:30 was –  Budget 2020, pay ordinance 2020 and other recommendations

Motion Young to approve the 2020 Pay Schedule.  Second Now.  Heitkamp called for the question.   Young = y, Now = y, Heitkamp = y , Gehle = y, Now = y.  Passed 5 yes.

Motion Pontsler to approve the early pay off of the 2016 Ford Explorer April 2020.  Second Young.  Heitkamp called for the question.  Pontsler = y, Young = y, Heitkamp = y, Gehle = y, Now = y   Passed 5 yes.

Discussion regarding purchase of a new cruiser – we will start looking at options after the first of the year.    

RESOLUTION 09-19

A RESOLUTION RETAINING THE SERVICES OF JUDY A. KOESTERS

AS SOLICITOR FOR THE VILLAGE OF ROCKFORD, OHIO FOR 2020,

SETTING COMPENSATION, AND ESTABLISHING RESPONSIBILITIES

Motion Young.  Second Heitkamp.  Now called for the question.  Young = y, Heitkamp = y, Now = y, Gehle = y, Pontsler = y.  Passed 5 yes.

ORDINANCE 04-19

AN ORDINANCE TO MAKE APPROPRIATIONS FOR THE CURRENT EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ROCKFORD, STATE OF OHIO, DURING FISCAL YEAR ENDING DECEMBER 31,2020

Service Committee:   Greg Pontsler

 Sunday           December 1 – Christmas at Shanes Park – 6 – 8 pm

Park meeting was held on Monday – 2 + hours.  Much discussion on park improvements and possible drivers ed classes to be held at Shane Hall – Mondays through Thursday. 

Safety Committee:     Chris Heitkamp

Economic Development Committee:  Shane Young  

Rockford Area Development Corporation  – RADC will be handing out Candy Canes at the 4-way stop in December.     Would like to hand out new Chamber directories also.   Hoping Santa will be able to greet visitors too !

Reminder – Shanes Crossing Subdivision – Lots for sale – 20% discount through 2020 !
