Council called to order by Mayor Amy Joseph on

Tuesday, November 3, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long

 

Pledge of Allegiance

 

Those present: Gehle, Rutledge, Fox, Pontsler, Dooley,  Heitkamp

Also attending: Srgt Stetler, Jeff Long, Larry Seibert

 

Motion Gehle. Second Pontsler to accept the agenda as orders of the day.  Fox called for the question.  Gehle = y, Pontsler = y, Fox = y, Rutledge = y, Dooley = y, Heitkamp = y.  Passed 6 yes.

 

Motion Fox. Second Dooley to accept the minutes from the

October 20, 2015 council meetings as presented. Gehle called for the question.   Fox = y, Dooley = y, Gehle = y, Rutledge = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

 

 

Visitors to Address Council:

 

Larry Siebert presented information about the Lima Concert Band. A 70 piece band.  Fees are $1,000.  Concerts usually last 1 hour.  Last weekend in July and all of August.

 

 

Mayor’s Report and Correspondence:

 

 

Motion Pontsler. Second Fox to approve Mike Langenkamp and Steve Thompson on the Zoning Board.  Dooley called for the question.  Pontsler = y, Fox = y, Dooley = y, Gehle = y, Rutledge = y, Heitkamp = y.  Passed 6 yes.

 

 

We have still have several other areas we are looking for volunteers to serve:

 

We need 2 volunteers to serve on the tax board.

 

We need 1 volunteer for the records commission.

 

Please call the village office at 419-363-3032 ext 1 if you are interested in serving on these boards.

 

Public Hearing on November 17th – 7 pm regarding re-zoning a property from residential to commercial.

 

 

Upcoming November events:

 

Need volunteers to help decorate Shanes Park – Saturdays at 9 am

 

Christmas at the Park – November 29th – 7 pm     * Shanes Park

Lighting of the park with local musical talent. Cookies / hot chocolate !

Finance Committee – Gary Fox

 

Motion Rutledge. Second Gehle to pay the bills in the amount of $4616.57.  Dooley called for the question. Rutledge = y, Gehle = y, Dooley = y, Fox = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Motion Gehle. Second Dooley to approve the October bank reconciliation.  Fox called for the question.  Gehle = y, Dooley = y, Fox = y, Rutledge = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Motion Gehle. Second Dooley to approve the October monthly finance reports –

Cash Summary by Fund, Appropriations report, Revenue report and budget vs actual activity report. Heitkamp called for the question.  Gehle = y, Dooley = y, Heitkamp = y, Rutledge = y, Fox = y, Pontsler = y. Passed 6 yes.

 

 

Ordinance 10-15

 AN ORDINANCE TO AMEND THE “VILLAGE OF ROCKFORD INCOME TAX ORDINANCE NO. 10-19-2004” TO ACHIEVE COMPLIANCE WITH THE PROVISIONS AND LIMITATIONS OF AMENDED SUBSTITUTED HOUSE BILL 5 PASSED BY THE 130TH GENERAL ASSEMBLY AND SIGNED INTO LAW BY GOVERNOR KASICH AND TO DECLARE AN EFFECTIVE DATE.

 

1st reading – 10/20/15

2nd reading – 11/03/15

 

 

 

 

Service Committee:   Greg Pontsler

 

Flag football and soccer all done for the season. Both programs very successful.

 

 

Safety Committee:     Chris Heitkamp

 

Disaster Recovery plan.   Jeff to look into getting a sample ordinance to begin the process.

 

 

Economic Development Committee: Rob Rutledge

 

Scheduled a meeting for Monday – November 9th at 3 pm.  Jeff to have information packet ready with subdivision information.

 

 

Public Utilities Committee:   Steve Gehle

 

Judy gave update as to the water deposit ordinance. We can go along the way we are, we are not breaking the law.  Judy will be giving us a memo.

 

Rules Committee:      John Dooley

 

Nothing at this time.

Thank you to the Village crew for planting new trees for the Rockford Tree Commission. Reminder to residents that received new trees – please keep new trees watered !

 

Motion Dooley, Second Fox to reappoint Bob Ransbottom, Ed Long to the Tree Committee. Gehle called for the question.  Dooley = y, Fox = y, Gehle = y, Rutledge = y, Pontsler = y, Heitkamp = y. Passed 6 yes.

 

Motion Pontsler. Second Fox to approve the Tree Commission officers – Bob Ransbottom – President,  Tom Williams as Vice President, and Karen Long as

Secretary. Dooley called for the question.  Pontsler = y, Fox = y, Dooley = y, Gehle = y, Rutledge = y, Heitkamp = y.  Passed 5 yes.

 

Police cruiser has been ordered and will be ready by 1st of year.  4-wheel drive Explorer.
