Meeting Minutes: November 3, 2020

                        RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph, Tuesday, November 3, 2020,

at 7:30 pm also on Facebook live.

Invocation –   The Lord’s Prayer

Pledge of Allegiance

Those present:  Yoder, Young, Stephenson, Pontsler, Now, Heitkamp

Motion Stephenson.  Second Heitkamp to accept the agenda as orders of the day. Yoder called for the question.     Stephenson = y, Heitkamp = y, Yoder = y, Young = y, Pontsler = y, Now = y.  Passed 6 yes.

ODOT update – State Route 707 / 118 —  Per Mary @ ODOT —  we have a project in design that will cut the hill south of the intersection to increase sight distance. This project is scheduled to be awarded to a contractor in July 2023. 

However, in light of the on-going crashes and incidents, we are also going to replace the existing stop ahead signs on the SR 707 approaches with LED stop ahead signs.    Currently, the signs are on order and we expect to have their installation complete by the first of February 2021. 

The Rockford Area Community thanks ODOT for taking the time to talk to us and allow us to give feedback for what we know is a very dangerous intersection!

Thank you to everyone who organized and participated at Fall Fest — was a beautiful day !   Very impressive and good team work !

Tuesdays – Second Tuesday of Each Month – Dine at Motor Inn and 10% of your bill will be donated to the Parkway Music Boosters.

Saturday – November 7th – Lions Club Scholarship Chicken Dinner – Drive thru @ Rockford Carry Out.   Contact Lions member for tickets.

Wednesday – November 11 —- Veterans Day —   Take time to Thank a Veteran !    

Thursday – November 12th – Rockford Chamber Board Meeting – 8:30 am

Thursday and Friday – November 26 & 27 — Village Office closed for Thanksgiving.

Saturday – November 28th – Small Business Saturday — another opportunity to shop local and support our community businesses.

Sunday – November 29th –  American Legion – Turkey Shoot

Rockford’s Best Decorated house contest —  3rd Annual —- The presentation will be on December 13th —- earlier this year !

Village Administrator’s Report – Aaron Temple

DP & L has contacted us regarding distribution rates — possible going up as much as 12% —- will update as we know more. 

Leaf pick up going good — thank you to those that read the minutes and / or watch the Facebook meeting.   Thanks for following the rules. 

Please report any street lights that are not working by calling us with the Miami Valley number posted on the light pole.  We will need to report the information to get them for repairs.

Working on updating the zoning regulations —  have been in place since 1996.  The zoning map also needs updated — has been 2007 since updated.  Will be giving to council for review and recommendations.     We have 1 person on the zoning committee.

ORDINANCE 04-20

AN ORDINANCE TO MAKE APPROPRIATIONS FOR THE CURRENT EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ROCKFORD, STATE OF OHIO, DURING FISCAL YEAR ENDING DECEMBER 31, 2021.

Ordinance 05-20

AN ORDINANCE ADOPTING AMENDMENTS TO THE VILLAGE OF ROCKFORD INCOME TAX ORDINANCE TO RESCIND CREDIT FOR TAX PAID TO ANOTHER MUNICIPALITY OR INDIANA COUNTY, REPEALING ALL INCONSISTENT LEGISLATION, AND DECLARING, AN EFFECTIVE DATE.

Covid relief funds update — the quote for meters and updated equipment is $49,634.00.     We will have an additional FCC license fee next October of $1200.

Shanes Crossing Subdivision – Lots for sale – 20% discount/ build through – December 2021.   

WRKD updates  –  none at this time.

Village / Business area trash receptacles —- look nice as they were painted last week.  BUT — we have people throwing their personal trash in them.   Please do not bring your trash from home to the downtown trash barrels and outside residents please do not bring your trash to town for dumping.   Everyone should be responsible enough to get rid of their own trash buy purchasing their own trash bags !    Thank you !     If we have to, we will go through the trash and get our Rockford’s finest to send you a ticket.      Enough said !

Old Business:

Quote for lights at subdivision —- still have not heard anything back L

Mail for subdivision — working on the paperwork for a central collection area.  We need to approve the agreement, and get the addresses from the tax map.  Once we have the mail box the post master needs to do a visual agreement on the location.   

Bus Stop at Shanes Park — this project will take some time.  Looking for it to be completed for the next school year.   In design phase at this time.
