Council called to order by Mayor Amy Joseph on
Tuesday, November 6, 2012 at 7:30 pm at the Rockford Village Hall.

Invocation was given by Gene Steiner

Pledge of Allegiance

Motion Steiner. Second Pontsler to accept the agenda as orders of the day. Gehle called for the question. Steiner = y, Pontsler = y, Gehle = y, Searight = y. Passed 4 yes.

Motion: Searight. Second Gehle to accept the minutes from the
October 16th , 2012 council meeting as presented. Searight = y, Gehle =-y, Pontsler = y, Steiner = y. Passed 4 yes.

Visitors to Address Council:

Nancy Leighner read an email from an area with a population of 1100. They have recently had a Dollar General come to town. They had some reservations but have found that the Dollar General Store has been good for their community.

Mayor’s Report and Correspondence:

Congratulations to Nancy Leighner who was chosen as the Rockford Chamber Citizen of the Year.

Congratulations to The Laurels of Shane Hill who was chosen as the Rockford Chamber Business of the Year.

Village Administrator’s Report –

Motion Steiner to pay the bills in the amount of $28,270.48 Second Ponstler. Searight called for the question. Steiner = y, Pontsler = y, Searight = y, Gehle = y. Passed 4 yes.

AN ORDINANCE ESTABLISHING COMPENSATION FOR FULL-TIME EMPLOYEES FOR YEAR 2013.

RESOLUTION 09-12
A RESOLUTION TO ADOPT THE SOLID WASTE MANAGEMENT PLAN FOR THE MERCER COUNTY SOLID WASTE MANAGEMENT DISTRICT:

Motion: Gehle. Second Searight to approve Resolution 09-12. Pontsler called for the question. Gehle = y, Searight = y, Pontsler = y, Steiner = y. Passed 4 yes.

Economic Development Committee: Eugene Steiner

There is some information coming back from a business that we thought had lost interest in the Village. They are taking another look at our location. There will be more information in a few weeks.

Public Utilities Committee: Greg Pontsler

Nothing at this time.

Rules Committee: Chris Heitkamp- absent Report by Ron Searight

Motion. Searight. Second Pontsler to approve the Encroachment Easement Agreement between the Village and Sophie M. Pfister. Gehle called for the question. Searight = y, Pontsler = y, Gehle = y, Steiner = y. Passed 4 yes.

Motion Pontsler. Second Gehle to amend the zoning affecting a portion of outlot 19 1⁄2 W. Bridge St. Such modification would change zoning of 1.88 acres, more or less from R-1 to B-1 allowing for the establishment and operation of a retail business. Searight called for the question. Pontsler = y, Gehle = y, Searight = y, Steiner = y, Passed 4 yes.

Old Business

J & B property is getting cleaned up. Thank you also to J & B for some of the dirt that has been transferred to the park.

Stop sign by Mike Riley needs replaced.

Pot Holes in the Village need attention before winter sets in.

RESOLUTION 10-12
A RESOLUTION RETAINING THE SERVICES OF JUDY A KOESTERS AS SOLICITOR FOR THE VILLAGE OF ROCKFORD, OHIO FOR 2013, SETTING COMPENSATION, AND ESTABLISHING RESPONSIBILITIES.

Motion Steiner. Second Pontsler. Gehle called for the question. Steiner = y, Pontsler = y, Gehle = y, Searight = y. Passed 4 yes.

New Business

The Village of Coldwater borrowed the leaf machine but has since returned it. The leaf pick up will continue this week.

Awareness of the Shanes Park Legacy Fund. Our Community, Our Kids, Our Future. Donations towards Diamond 5, concrete around diamonds and dugouts, block dugouts with room enclosures, ongoing park facility improvements. This program is sponsored by the Rockford Rec Association. Please support this great cause.

Thanks to Chief May for responding to the incident on Friday after hours. Thanks also for the monthly report. We appreciate the information.
