Meeting Minutes: October 15, 2013

RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph on Tuesday, October 15, 2013 at 7:30 pm at the Rockford Village Hall. 

Invocation was given by Gene Steiner 

Pledge of Allegiance

Those present: Gehle, Steiner, Pontsler, Searight,  Heitkamp

Blossom – absent

Also attending: Jeff Long, Chief Paul May, Amy K from the Daily Standard.  

Motion  Steiner.  Second Gehle  to accept the agenda as orders of the day with correction to add an executive session during the Economic Development report.

Searight called for the question.   Steiner = y, Gehle = y, Searight = y, Pontsler = y, Heitkamp = y.  Passed 5 yes.

Mayor’s Report and Correspondence:

• Invitation to the 40th Rockford Chamber Banquet – November 7th at 6 pm.   RSVP to Lisa.  Cost is $15.00/person.
• Plans are underway for A Rockford Village Christmas to be held on December 7th from 3 pm – 7 pm.
• Tentative Date – Ryan Mack from Congressman Lattas office will at the Village Hall on  November 13th from 10 – 11:30 am  to answer questions regarding Federal Issues.

Thanks from Paul May for the wind chimes in his mothers memory. 

Village Administrator’s Report – Jeff Long

We have spent a lot of time at the park with some major improvements that have been done with the leading of the Rockford Rec Association and generous donations from the local community.    THANK YOU ~ Rec Board, donators and Village workers.

Updates have been posted on project on the Rockford Rec and Village of Rockford Facebook pages.   Check it out !  Thanks to those who are updating these pages.  Facebook pages are good tools and good information to public about whats happening in the Village.

Working on leaf pickup equipment this week and we will begin leaf pick up next week.

Stop signs have been ordered.  They should arrive and be installed next week. 

Committee Reports

Finance Committee – Ron Searight

Motion Pontsler to pay the bills in the amount of $25,527.42 . Second Gehle Expenses street repair & cable repairs.   Steiner called for the question.  Pontsler = y, Gehle = y, Steiner = y, Searight = y,  Heitkamp = y.  Passed 5 yes.

Motion Pontsler.  Second Gehle to accept the Mayors Court pay in of $495.10.  Searight called for the question.  Pontsler = y, Gehle =y, Searight = y, Steiner = y, Heitkamp = y.  Passed 5 yes.

Little background that we have not went before the public to ask for any raises since 1984.    The Finance Committee met last week and had recommends that since our current levy is expiring we need to place a replacement 2.8 mill levy on the May 2014 ballot.  This levy will collect at current valuations instead of 1984 rates.  With that being said we are propsing:

RESOLUTION 11-13

A RESOLUTION TO APPROVE AND PLACE ON THE MAY 2014 PRIMARY ELECTION BALLOT A 2.8 MIL REPLACEMENT LEVY FOR GENERAL FUND EXPENSES FOR THE VILLAGE OF ROCKFORD, OHIO

Motion:  Gehle, Second Searight, Heitkamp called for the question.  Gehle = y, Searight = y, Heitkamp =y, Steiner = y, Pontsler = y.  Passed 5 yes. 

Service Committee:   Greg Pontsler

Objection letter from John C. Reed property owner regarding sidewalks.  We appreciate the input and have reviewed the concerns of the letter.  We have looked at the situation and still feel that the original sidewalk location is the right decision.   Jeff to send a letter of explanation. 

We are still working on getting the speed reduced to 35 mph on 33 coming into town. 

We are continuing to look at some options with cameras at the park. 

Safety Committee:     Chris Heitkamp

Mutual Aid Agreement between MCSERV and the Village of Rockford

Motion Searight.  Second Steiner.  Pontsler called for the question.  Searight = y, Steiner = y, Pontsler = y,  Gehle = y, Heitkamp = y.  Passed 5 yes. 

Economic Development Committee:   Eugene Steiner

Economic Development meeting was held on October 15th before council meeting.

Motion to go into Executive Session regarding property.

Motion Gehle .  Second Searight.  Pontsler called for the question.  Gehle = y, Searight = y, Pontsler = y, Steiner = y, Heitkamp = y.  Passed 5 yes at 7:50 pm.

Motion Gehle.  Second Steiner.  Searight called for the question to come out of Executive Session.  Gehle =y, Steiner = y, Searight = y,  Pontsler = y, Heitkamp = y.  Passed 5 yes at 8:01 pm.

Action taken.  Jeff has permission to enter into discussions regarding property.

Public Utilities Committee:    Steve Gehle

Nothing at this time. 

Rules Committee:      Peggy Blossom  – absent

Searight is discouraged that our council person is absent again.

Complaint / Concern Form – since there was no rules committee meeting we will approve form as is and get it added to the handbook.

ORDINANCE 03-13

AN ORDINANCE REGULATING PEDDLERS AND SOLICITORS WITHIN THE VILLAGE OF ROCKFORD, OHIO AND DECLARING AN EFFECTIVE DATE.

1st reading – 10/15/13

Need to make a couple of changes to ordinance before the next reading and add the application.
