Meeting Minutes: October 17, 2023
Council called to order by Mayor Amy Joseph on October 17, 2023
at 7:30 pm.
Invocation – Ron Searight
Pledge of Allegiance
Those present: Marcas Heitkamp, Ron Searight, Luke Stephenson,
Mary Beougher, Chris Heitkamp.
Also attending: Ross Finke, Francis Schaffner, Marge Gehle, Robbie Peel, and Erin Gardner of the Daily Standard.
Motion Searight. Second M Heitkamp to accept the agenda as orders of the day. Beougher called for the question. Searight = y, M Heitkamp = y, Beougher = y, Stephenson = y, Heitkamp = y. Passed 5 yes.
Motion Beougher. Second Stephenson to accept the minutes from the October 3rd council meeting as presented. Heitkamp called for the question. Beougher = y, Stephenson = y, Heitkamp = y, M Heitkamp = y, Searight = y. Passed 5 yes.

Mayor’s Report and Correspondence:
Service committee has recommended Shane Young to fill the vacant council seat.
Motion Searight to appoint Shane Young to fill the rest of the 2 year term. Second Stephenson. Beougher called for the question. Searight = y, Stephenson = y, Beougher = y, M Heitkamp = y, Heitkamp = y. Passed 5 yes.

Saturday – – October 28th —Celebrate Fall in Rockford – ‘Rocktoberfest”
Shop our Main street businesses for seasonal sales! Enjoy many events all day long such as “Kid Zone” games, tractor rides, vendor market, food trucks and Trick or Treat. Schedule of events will be posted – “Rockford Ohio Chamber of Commerce” Facebook Page.
Saturday, October 28th – Rockford Trick or Treat 5-6:30 pm with Costume Judging at the Fire Department at 7 pm.
Tuesday – November 7th – General Election – Voting at Community Building — Exercise your right to vote — many issues on the ballot.
Thursday – November 9th —- Informational Breakfast Seminar with Jordan Martin –Stolly Insurance discusses Anthem Insurance plans. Discounts for health, dental, vision, life and disability plans. Sponsored by the Rockford Chamber of Commerce. Please RSVP by November 3rd to 419-363-3032 ext 1. Event location – Rockford Village Hall at 8:30 am.
Village Administrator’s Report – Aaron Temple
With several problems at the North Water Tower – we hope to be back on schedule with getting online by the end of October and running some testing the beginning of November.
Other problems at the Wastewater plant with the UV unit leaking. We are still assessing the problems and damage. Could be costly repairs so making you aware of the situation.
Leaf pick up going strong – reminder please do not rake or blow leaves around mail boxes or light poles. If there is dog waste in the leaf pile – you can keep your leaves. We have mentioned this several times now.
Thank you to Mike Maharg. He has agreed to let the Village use the parking lot at the corner of Market and Franklin St. The Village will install a driveway approach and the Village will be able to use as public parking. This is appreciated and needed.
The Ohio EPA is mandating some updated maps. Residents — we will need to take measurements of water lines from meters to home access. We need to be on the property/ have access to get this accomplished. We may need to ask questions such as the type of waterline materials you have located inside your homes. This is going to be a long project. Will take up a lot of time and will be going into next year.

Motion M Heitkamp. Second Stephenson to pay the bills as presented $13,727.68 . Heitkamp called for the question. M Heitkamp = y, Stephenson = y, Heitkamp = y, Searight = y, Beougher = y, Young = y. Passed 6 yes.
Motion M Heitkamp to accept the Mayors Court pay in of $177. Second Stephenson. Young called for the question. M Heitkamp = y, Stephenson = y, Young = y, Searight = y, Beougher = y, Heitkamp = y. Passed 6 yes.
Reminder – November General Election — Rockford Levy – renewal only — VOTE YES for general operating expenses that generates estimated $40,000 per year.

We are to review the park manager position each year: Anyone interested in the Shanes Park Manager position submit an application by November 6th at 4:30 pm pay $150 per month .
Shanes Park — concerned citizen is wondering when a bike rack will be installed near the bus stop so children that ride their bikes to the stop have a specific place to keep them. Mary to contact the resident.

RADC meeting update: Next Meeting October 23nd at 7 pm – Library.
Public Utilities Committee: Luke Stephenson
The Fire Department will be flushing hydrants on Sunday – November 5th at approximately 9 am.
