Meeting Minutes: October 20, 2015

                        RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on Tuesday, October 20, 2015 at 7:30 pm at the Rockford Village Hall.

Invocation was given by Jeff Long

Pledge of Allegiance

Visitors to Address Council:

 

Ron Severt addressed council with concerns about Ordinance 05-11 enacting a utility deposit to be paid by renters and leaseholders of properties requesting utility service. Several issues include:that a government entity can not request a water deposit and then hold on to the deposit for an undisclosed amount of time.  Another issue he brought up was that we are not treating residents fairly in that

home owners do not need to make the deposit but renters do. He also made mention that we are not paying interest on the deposit when we refund money.

Council to refer this to our legal council and report findings at the next meeting.

 

Jim Crocker of WRKD – addressed council with information to expand the radio station area into the current storage area. This will be done in stages as money, time and materials permit.  Asking of the Village to check out the electrical system and help get it working so as not to kick breakers off.  Some listening information.  Streaming hours are averaging 4-5,000 hours per month.  TuneIn has 1200 followers.  We also have our own app.  Web site is getting 500 hits per day.  It’s been a positive experience and we are continuing to grow.

 

Question – are we increasing our air wave coverage ? We are waiting on the FCC we could increase to 250 watt with permissions.   We are coming up on our 1 year anniversary being on the air and will be planning another open house later in the year.   Council recommends that the village look into the electrical service and give a quote and recommendations at the next meeting.

 

Glenn Keeling addressed council with regards to the upcoming mayor election. Would like to schedule a meet and greet with Amy.   With short time frame before the election, they were unable to come up with a common date and time.  They both will be attending the Fire Department Trick or Treat and can be approached with any questions then – October 31st at 8 pm.  There just won’t be anything official scheduled.

 

 

Mayor’s Report and Correspondence:

 

Mayor notes receipt and review of Mayors Court September pay in,

September bank reconciliation, and September bank statement .

 

We have several areas we are looking for volunteers to serve:

 

We need 2 volunteers to serve on the zoning board.

 

We need 2 volunteers to serve on the tax board.

 

We need 1 volunteer for the records commission.

 

Please call the village office at 419-363-3032 ext 1 if you are interested in serving on these boards.

 

Public Hearing on November 17th – 7 pm regarding re-zoning a property from residential to commercial.

 

Upcoming October events:

 

Beginning October 24th and consecutive Saturdays @ 9 am – consider volunteering at Shanes Park to help decorate for Christmas at the Park.

Need LOTS of volunteers !

 

Rockford Chamber Banquet – October 26th – 6 pm

* Rockford Community Building . Tickets are $20/ each with RSVP

 

Trick or Treat – October 31st – 6 – 7:30 pm  – Judging at the Fire house at 8 pm

Post Office update: Post Office has been in touch with the owner and the owner assures that he is working on quotes to get the needed renovations completed.

Ordinance 10-15

 AN ORDINANCE TO AMEND THE “VILLAGE OF ROCKFORD INCOME TAX ORDINANCE NO. 10-19-2004” TO ACHIEVE COMPLIANCE WITH THE PROVISIONS AND LIMITATIONS OF AMENDED SUBSTITUTED HOUSE BILL 5 PASSED BY THE 130TH GENERAL ASSEMBLY AND SIGNED INTO LAW BY GOVERNOR KASICH AND TO DECLARE AN EFFECTIVE DATE.

Motion Gehle, Second Fox to approve the 2016 Taxpayer’s Rights and Responsibilities information that has been updated.  Dooley called for the question.  Gehle = y, Fox = y, Dooley = y, Rutledge = N, Pontsler = y, Heitkamp = y.  Passed 5 yes.

 

 

RESOLUTION 11-15

 

A RESOLUTION AUTHORIZING THE ROCKFORD VILLAGE FISCAL OFFICER TO ESTABLISH FUNDS:

3302 – PARKWAY UTILITY PROJECT DEBT SERVICE

3303 – FRONT STREET DEBT SERVICE

3304 – MARKET STREET DEBT SERVICE

Motion to correct 2015 budget – revenue and appropriations on Capital Improvements Funds to the Debt Service funds.

Finance meeting was held on October 19th regarding the purchase of a new cruiser.  The committee received estimates for new and reviewed idea of purchasing used.  The committee felt in the long run purchasing a new vehicle would save on maintenance since a new vehicle would be covered for 3 years under warranty.   On an update to meeting – Paul did find a demo with 3,000 miles that may work.  It’s a 2015 with all the equipment that would be needed.  Council approved a set amount..  This will be paid for by Mayors Court police equipment and/or by the police budget.  We will be selling the used cruiser and putting those funds towards the new one.

Old Business

 

Mayor to council – the issue of park cameras has been discussed over and over. Why has nothing been done about the situation ?  In light of the recently events, why haven’t we installed cameras.  After some discussion, the cost is some of the issue.  If local organizations want to head up the project they are welcome to.

 

Update on new building addition. Some of the phase I plans will be tied in with the Columbia St. project.  We will need to have some planning meetings over the winter to continue the project.
