Council called to order by Mayor Amy Joseph on

Tuesday, September 16, 2014 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Gene Steiner.

Motion Steiner. Second Pontsler to accept the agenda as orders of the day.  Gehle called for the question.  Steiner = y, Pontsler = y, Gehle = y, Dooley = y, Heitkamp = y.  Passed 5 yes.

*   Rockford 2020 – Bicentennial Meeting – October 20th @ the Village Hall.

 

*   Trick or Treating – October 25th from 6 – 7:30 pm.  Judging at the Firehouse  at 8 pm

 

 

Village Administrator’s Report – Jeff Long

 

Motion to sign purchase agreement for new sub-division. Purchasing from Tom Rogers.  Motion Gehle, Second Steiner.  Dooley called for the question.  Gehle = y, Steiner = y, Dooley = y, Pontsler = y, Heitkamp = y.  Passed 5 yes.

 

Costing the Village $10,000 an acre. We don’t have the developed price set as yet.  Jeff will be in meetings on Thursday with Mercer County Economic Development to discuss plans and several other programs that might benefit Rockford residents.

The Blackburn property update – They have until September 27th to contact us.  Then we will contact the county auditor to see if and when the sheriff’s auction is planned.  Then we will make the decision if we demo or someone purchases the property and does some needed maintenance.  There is about $6,000 due in back taxes.

 

 

 

Committee Reports

 

Finance Committee – Chris Heitkamp

 

Motion Gehle to pay the bills in the amount of $16,174.43 . Second Pontsler   Steiner called for the question.  Gehle = y, Pontsler = y, Steiner = y, Dooley = y, Heitkamp = y.  Passed 5 yes.

 

Motion Pontsler. Second Steiner to accept the Mayors Court Pay in of $633.50.  Gehle called for the question.  Pontsler = y, Steiner = y, Gehle = y , Dooley = y, Heitkamp = y.  Passed 5 yes.

 

RESOLUTION 07-14

A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR.

 

Motion: Steiner. Second Dooley. Gehle called for the question.  Steiner = y, Dooley = y, Gehle = y, Pontsler = y, Heitkamp = y.  Passed 5 yes.

 

RESOLUTION 08-14

A RESOLUTION ACCEPTING THE LOCAL GOVERNMENT FUND AMOUNTS AND RATES AS DETERMINED BY THE MERCER COUNTY BUDGET COMMISSION.   Rockford – $27,384.00  or  6.63%.

 

 

Motion: Gehle = y.  Pontsler = y, Dooley called for the question.  Gehle =  y, Pontsler = y, Dooley = y, Steiner = y,  Heitkamp = y.  Passed 5 yes.

 

RESOLUTION 11-14

A RESOLUTION RECOMMENDING THAT THE MERCER COUNTY BUDGET COMMISSION ALLOCATE THE TOWNSHIP’S SHARE OF THE LOCAL GOVERNMENT FUNDS BASED UPON ROAD MILES, PER CAPTIA AND PROPERTY VALUATION. Dublin =  inc of $3,651.50 for a total of $10,337.23

 

Motion: Gehle, Second Steiner.  Dooley called for the question.  Gehle = y, Steiner = y, Dooley = y, Pontsler = y, Heitkamp = y.  Passed 5 yes.

• RESOLUTION 09-14

A RESOLUTION AUTHORIZING AND DIRECTING THE ADMINISTRATOR OF THE VILLAGE OF ROCKFORD TO EXECUTE ALL DOCUMENTS RELATIVE TO THE COMMUNITY RECREATION PROJECT – PASS THOUGH GRANT AGREEMENT WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES.

 

Motion: Gehle, Second Dooley.  Steiner called for the question.  Gehle= y, Dooley = y, Steiner = y, Pontsler = y, Heitkamp y = y.  Passed 5 yes.

 

 

 

* RESOLUTION 10-14

A RESOLUTION AUTHORIZING AND DIRECTING THE FISCAL OFFICER OF THE VILLAGE OF ROCKFORD TO CREATE THE FUND 2041, COMMUNITY RECREATION PROJECT, RELATIVE TO THE COMMUNITY RECREATION PROJECT – PASS THROUGH GRANT AGREEMENT WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES.

 

Motion: Pontsler.  Second Dooley.  Gehle called for the question.  Pontsler = y, Dooley = y, Gehle = y,  Steiner = y, Heitkamp = y .  Passed 5 yes.

 

 

 

Saturday night at the park there was some vandalism. Request that the police do more patrolling.  Especially on Sundays and Monday evening during soccer and flag football.

 

The Rockford Rec Association along with the Village employees are finishing up a project pouring concrete on walkway up to the concession stand.

 

 

 

Safety Committee:     Gary Fox  – absent

 

 

 

 

Economic Development Committee:   Gene Steiner

 

Held Committee meeting at 7 pm with discussions being held regarding land purchase and the beginning phase. We are now on our way.  We will be taking the next steps and will be working to bring people to the community.

 

The next RADC Meeting will be held on September 22nd at 7:30 pm.

 

 

 

Public Utilities Committee:   Steve Gehle

Old Business

 

Gene thanked Jeff for getting the steps leading out of Mayors Court and the banister removed going to Mayors Court they were safety concerns.

 

Reverse raffle went good.

 

Still need volunteers for the Rockford EMS squad. We need a “few good people” as we are very short handed.  Celina currently covers the 6 am – 6 pm shift on a daily basis.  We have a very large district to cover.
