Meeting Minutes: September 7, 2021

Council called to order by Councilman Brad Now, Tuesday, September 7, 2021

at 7:30 pm.

Invocation –    The Lord’s Prayer

Pledge of Allegiance

Those present:  Yoder, Stephenson, Pontsler, Now,

                                    Heitkamp – absent

Also attending:   Srgt Stetler,  Marge Gehle,  Ron Searight, Robbie Peel, Tom Millisor and Sydney from the Daily Standard.

Motion Stephenson. Second Yoder to accept the agenda as orders of the day.

Visitors to Address Council:

Tom Millisor asked what can be done with the cell phone signals in this area.  Do not seem to get good cell coverage no matter what the carrier.   Aaron will do some research and see what options we have.     Thanks Tom for coming to the meeting and bringing up your concerns. 

Mayor’s Report and Correspondence: 

Judy Koesters gave Oath of Office to Ron Searight –– new council members to complete the term of Shane Young who resigned last month.

Community Announcements and events:

Lion Club Quarter  Auction – rescheduled from 2020 – Sunday – September 12th

DOORS OPEN AT 12:30 PM  / AUCTION STARTS AT 1 PM

Rockford Community Building

Brush – pick up —  Tuesday – September 14th. 

Parkway Elementary Carnival – Saturday – October 16th.   Volunteers needed – contact Jess Yoder.

Lions Club Chicken Dinner fundraiser for Parkway 8th grade – Washington DC Trip – Saturday – October 16th.   –  Drive through and pick up at Rockford Carry Out

Fall Fest and Rockford Trick or Treat – Saturday – October 30th – more details to follow — save the date !

Village Administrator’s Report – Aaron Temple  

Property maintenance violations —  the fine is not enough to deter people to clean up their own property.   Later in the meeting will be the new rates effective tonight.   The fees are billed to the property owners and if not paid assessed to property taxes. 

Should hear about Water Tower grant funds by the end of the month. 

We are working to annex some property west of town.   Brice to contact Judy with details.

Question — mowing service will continue through September.   Village will be back doing the mowing and working towards leaf pick up.    We will review the mowing service to see if it’s a route we want to consider for next year.

Resolution 04-21

A RESOLUTION ACCEPTING THE LOCAL GOVERMENT FUND FROM THE STATE OF OHIO =    $32,142.00 OR 6.63%

Resolution 05-21

A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM

TO THE COUNTY AUDITOR.

RESOLUTION 06-21

A RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS FROM ACCOUNTS THAT ARE NO LONGER ACTIVE TO THE WATER FUND AND TO THE SEWER FUND AND DECLARING AN EFFECTIVE DATE.

1ST READING – 09/07/2021 – Judy will take this resolution to meet with the court.  Final approval pending.

Service Committee:   Greg Pontsler  –  

Rockford Rec fall sports have started — soccer and flag football.

Safety Committee:     Chris Heitkamp –  (Mr. President) –  absent

Have not received any response to the call for volunteers to help the Tree Committee.    Brad has someone in mind and will talk to him. 

Economic Development Committee:  Brad Now –

Shanes Crossing Subdivision – Lots for sale – contact Tammy Cheek with Homes at Ohio’s Edge Realty.    Would like some updated information for the next meeting.    Financials and when land and infrastructure will be paid off.

WRKD –    approximately 50 underwriters for the Fall Sports.   Going very good.  More detailed update at the next meeting.

RESOLUTION 02-21

A RESOLUTION SETTING FORTH THE VILLAGE’S POSITION ON MANDATES FOR THE USE OF FACE COVERINGS, SOCIAL DISTANCING AND VACCINATIONS IN RELATION TO THE CORONAVIRUS; AND DECLARING AN EMERGENCY.

Motion:    to be discussed at the next meeting.   Would like all 3 committee members to review.

Council reviewed and approve the new Property Maintenance fees for services effective immediately.   The new rate will be $250 per hour – time WILL NOT be prorated 1 min = 1 hour.    Property maintenance includes overgrown trees and bushes that may need trimmed OR removed in order to properly mow the property.
