Meeting Minutes: March 17, 2015

RECORD OF PROCEEDINGS:

 

Council called to order by Council President John Dooley on

Tuesday, March 17, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long.

 

Pledge of Allegiance

 

Those present:  Gehle, Fox, Pontsler, Dooley, Heitkamp.

Motion Pontsler.   Second Gehle to accept the agenda as orders of the day.  Fox called for the question.  Pontsler = y, Gehle = y, Fox = y, Dooley = y, Heitkamp = y.  Passed 5 yes.

 

Motion: Fox.    Second Heitkamp to accept the minutes from the

February 17, 2015 council meetings as presented.  Gehle called for the question.  Fox = y, Heitkamp = y, Gehle = y, Pontsler =  y, Dooley = y  Passed 5 yes.

 

 

Visitors to Address Council:

 

Allan Heitbrink from Choice One Engineering attended the meeting to introduce himself and the engineering firm that he works for.

 

 

Mayor’s Report and Correspondence:

 

Council President John Dooley read a resignation letter from Gene Steiner.  This will take effective immediately.

 

Jeff gave appreciation for the many years Gene has devoted to the Village in service as Mayor and on Council.   Jeff and Lisa will work on getting a plaque and schedule a presentation of thanks from the village.

 

We have 30 days to appoint another council member.  There are several people that have expressed interest in the past.  We will begin a list of names.  The Rules committee will meet on March 19th at 2 pm to begin the process of finding a replacement.  Lisa will call the Board of Elections to see if this seat needs to be added to the ballot in November.

 

We will do a press release and Facebook posting on the need for a council member.

March 21 – Family Fun Bowling Tournament – Coldwater –  $30 per couple.

March 27th & 28th – Rockford Lions Club – Variety Show @ Parkway High School

 

April 4th – Easter Egg Hunt @ Shanes Park – 1 pm

 

May 2nd – Dave Fields – Rockford Tour – 7:30 pm – Rockford Community Building “All In” – 26 weeks in the top 5 on the RMR Blues Chart.  Ticket outlets to be announced.

 

June 12th – Principles in Leadership Seminar – 6 pm – Rockford Community Building.  FREE and open to the public.    * Speakers are servants that enjoy sharing information and making the world a better place.

 

June 19-21 – Rockford Community Days –  concert events:   Thom Mckee, Shelby County Line, Nut Flush, & Kill the Rabbit

 

 

Village Administrator’s Report – Jeff Long

 

Jeff gave out folders containing 2015  Village Council Committee assignments.  Each committee’s description of duties, Mission Statement, and major themes as well as 2015 goals.  The committees are to review the various goals and we will begin to follow a plan of action.  We will schedule committee meetings at the April 7th council meeting.

Motion Pontsler.  Second Heitkamp to pay the bills in the amount of $7,268.18.  Gehle called for the question.  Pontsler = y, Heitkamp = y, Gehle = y, Fox = y, Dooley = y.  Passed 5 yes.

RESOLUTION 04-15

A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO SIGN A NOTE WITH THE PEOPLES HOLDING COMPANY, INC.  FOR WASTEWATER TREATMENT PLANT IMPROVEMENT DISINFECTION REPLACEMENT PROJECT.

 

Motion Gehle.  Second Pontsler.  Heitkamp called for the question.  Gehle = y, Pontsler = y, Heitkamp = y, Fox = y, Dooley = y.  Passed 5 yes.

 

 

Service Committee:   Greg Pontsler

 

The Village of Rockford ( under the direction of Joyce Emans)  is looking for volunteers to organize a SHANES PARK BEAUTIFICATION SOCIETY.

 

The idea is to meet twice a month on the 1st and 3rd Tuesdays of each month at 8 am to plant, water, weed and trim flowers and do other maintenance as needed at Shanes Park.  This would begin on April 5th and continue throughout the summer and fall.

** Something to think about – If you see the beauty one person can create, think how beautiful the park would be with several more helping out!  Giving back to the community can be a wonderful feeling !!

The Rec Board is finalizing the summer ball programs.   There will be a Clean up day at Shanes Park on March 28th !

Economic Development Committee:  John Dooley gave report

 

Jeff and John met this past week to make a list of goals and items that we will be devoting our energy towards.  The sub-division – infrastructure needs to be completed before we can sell lots.  Promote the Leadership conference that is coming to Rockford.  Community development announcements on the radio to keep the public informed of what is happening in the village.

* Mayor / 2 Council seats to be on the ballot in November.  The deadline for

information to be turned in to the Board of Elections is August 5th.

 

Now there is an additional seat open since Gene has resigned.  We will find out if that will be on the ballot as well.

Chief May introduced Carl Green.  He will be moving from auxiliary status to part time paid status.

The Parkway Ministerial will be holding a presentation for community church leaders and officers of local organizations.  This may lead to a district wide presentation that would be open to the public.
