Meeting Minutes: April 3, 2012

RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph on
Tuesday, April 3, 2012 at 7:30 pm at the Rockford Village Hall.

Invocation was given by Gene Steiner
Pledge of Allegiance
Those present: Gehle, Steiner, Hodge, Pontsler, Searight, Heitkamp
Also attending: Amy Kronenberger of the Daily Standard and Chief May.

Motion Steiner. Second Gehle to accept Agenda as orders of the day. Heitkamp called for the question. Steiner = y, Gehle= y, Heitkamp = y, Hodge = y, Pontsler = y, Searight = y. Passed 6 yes.

Motion: Searight. Second Pontsler to accept the minutes from the
March 20, 2012 council meeting as presented. Gehle called for the question. Searight = y, Pontsler = y, Gehle = y, Steiner = y, Hodge = y, Heitkamp = y. Passed 6 yes.

Village Administrator’s Report – Jeff Long – absent

Committee Reports:

Finance Committee – Steve Gehle

Motion Searight. Second Heitkamp to pay bills in the amount of $47,683.91 Hodge called for the question. Searight = y, Heitkamp = y, Hodge = y, Gehle = y, Steiner = y, Pontsler = y, Passed 6 yes.

Quarterly financial information was given to council for their review. A finance meeting will be held in April. Date to be determined.

Service Committee: Gary Hodge

Hodge to Chief May about how reporting will be done for this special assignment? May said that Saunders will be required to submit a report: number of contacts, those in compliance and those not in compliance, etc. on a monthly basis. This report will be given to council for review. Lisa to check to see if we have any phone lines available to set up a phone voice mailbox so people can leave information. Also discussed was setting the pay rate for this special assignment. Most of council was under the impression that it would be the normal patrolman’s salary. Discussed that since the money would be coming out of the Mayors Court fund that those wages are paid at $15.00 per hour. Paul stressed that this would be at or under 8 hours per month with a cap of $500. Mayor Joseph set the pay at $15.00 per hour and council has requested this be paid as a separate check to keep better track.

Safety Committee: Ron Searight

Need to check with Jeff to see where we are on the Emergency Plan.

Thank you to Jeff for getting out the tornado preparedness information to the public. Good job.

Gehle would like council (and public) to note that on the Mercer County Sheriff web site you can sign up for weather text alerts. (mercercountysheriff.org) Just another way to help stay informed and prepared.

Economic Development Committee: Eugene Steiner

Appreciation to Chief May for getting the monthly information to Council. The next RADC meeting will be April 23rd at the Library basement.

Business we thought may have forgotten us has contacted us. We are still under consideration.

Public Utilities Committee: Greg Pontsler

Several people that have stated they will be getting their water account up to date after they receive their tax refund will be getting water shut off at the end of the month unless account is paid.

Rules Committee: Chris Heitkamp

Rules committee met this evening before council. Discussed the cat problems. There is nothing we can do. Residents are allowed to trap and dispose in a humanly manner.

There are some gray areas in the junk ordinance. We will see if we need to make any changes during this clean up process. Paul gave some explanations and examples of what is junk and what isn’t. Basically if it’s serviceable it’s not junk. This will be a case by case process.

Old Business

Searight – have had some complaints about the sewer pond smells. Winds have shifted. Happens every year – the turning. Have had some equipment problems also. Question will be posed to Jeff as to why the aeration doesn’t go up in the air?

Still waiting on EPA for information on upgrading the sewer ponds.

Hodge – have had some questions as to when the storm sewer loan will be paid off. The 20 years should be up this year. Will ask Jeff to get us some information and send us an email.
