                        RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, January 15, 2019, at 7:30 pm at the Rockford Village Hall.

 

Invocation – The Lord’s Prayer

 

Pledge of Allegiance

 

Those present: Gehle, Young, Fox, Pontsler, Now, Heitkamp

 

 

Also attending: Tom Stankard – Daily Standard, Srgt. Stetler, Chief May,

Robby Peel, Brett Peel, Charles Howe, Brenda Howe.

 

Motion Gehle. Second Young to accept the agenda as orders. Fox called for the question. Gehle = y, Young = y, Fox = y, Pontsler = y, Now = y, Heitkamp = y. Passed 6 yes.

 

Motion Now. Second Fox to accept the minutes from the

December 18, 2018 council meeting as presented. Gehle called for the question.  Now = y, Fox = y, Gehle = y, Young = y , Pontsler = y. Heitkamp = yes.

Passed 6 yes.

Mayor’s Report and Correspondence:

 

Mayor noted receipt and review of Mayors Court pay in,

bank reconciliation, and bank statement.

 

Best decorated house in Rockford contest was judged on December 23rd. Congratulations to Chris Heitkamp and family.

 

Council Assignments will remain the same for 2019.

 

Pontsler nominated Steve Gehle as the 2019 Council President. Second Fox. Now called for the question.   Pontsler = y, Fox = y, Now = y, Gehle = n, Young = y, Heitkamp = y. Passed 5 yes.

 

Councilman Gehle will remain as the council representative to the Radio station. We will approve the Radio Station Board of Directors at the next meeting.

 

 

 

Community Announcements and events:

 

Saturday am – January 19th – New Horizons Student Ministries – bottle

cap collection to benefit the Veterans Memorial

(Will be 3rd Saturday of each month)

 

Monday – January 21st – – Martin Luther King Jr. Day – Village office closed

Motion Pontsler to pay bills as submitted – 62,295.05. Second Young.  Fox called for the question. Pontsler = y, Young = y, Fox = y, Gehle = y, Now = y, Heitkamp = y. Passed 6 yes.

 

Motion Fox to approve the monthly financial reports – * note additional report. Second Pontsler.   Young called for the question. Fox = y, Pontsler = y, Young = yes, Gehle = y, Now = y, Heitkamp = y. Passed 6 yes.

 

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report, Bank reconciliation and comparison report for the water, sewer, and income tax.

 

Motion Heitkamp to approve supplemental appropriations to date. Second Gehle. Fox called for the question. Heitkamp = y, Gehle = y, Fox = y, Young = y, Pontsler = y, Now = y. Passed 6 yes.

 

Motion Young to approve 2019 purchase orders and 1st Quarter blanket certificates. Second Pontsler. Heitkamp called for the question. Young = y, Pontsler = y, Heitkamp = y, Gehle = y, Fox = y, Now = y. Passed 6 yes.

 

Motion Now to accept the Mayors Court pay in of $151.00. Second Pontsler. Young called for the question. Now = y, Pontsler = y, Young = y, Gehle = y, Fox = y, Heitkamp = y. Passed 6 yes.

 

 

 

 

 

 

 

Service Committee:   Greg Pontsler

 

Snow in the business area – need access to curbs to get on the sidewalks.   Leaves that were on Main street – can get with street sweeper ?

 

 

Safety Committee:     Chris Heitkamp

 

Salt / grit – intersections and stop sign areas – needs done. Mayor heard about other communities using beet juice ?

 

Alleyways need attention while out plowing.

 

Might want to go to Barrys Family Market and stock up for this weekend weather!

Mayor gave the Oath and swearing in of Patrolman Howe. Congratulations.

 

 

Economic Development Committee: Shane Young

 

The next RADC Meeting will be held on January 28th at 7 pm.

 

We will be setting up an Economic Development committee meeting with Tammy Cheek to discuss ways to promote the subdivision.

 

 

Public Utilities Committee:  Wilbur Fox

 

Batteries for water meters – slow going. Will be a while until this project is caught up.

 

 

Rules Committee:   Brad Now

New Business:

 

Limbs and Christmas Trees need picked up. Need to go around town after weather events such as high winds and storms.

 

Chief May let council know that we will be receiving a grant for new vests. The Village cost is 25%.
