RECORD OF PROCEEDINGS:

 

Council called to order by President Gene Steiner on

Tuesday, July 15th, 2014 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long.

 

Pledge of Allegiance

 

Those present:  Steiner, Fox, Pontsler, Heitkamp

Gehle and Dooley – absent

Also attending:  Jeff Long, Kathy Thompson from the Daily Standard, Chief May

 

Motion Pontsler  Second Heitkamp to accept the agenda as orders of the day. Fox called for the question.   Pontsler = y, Heitkamp = y, Fox = y, Steiner = y.  Passed 4 yes.

 

Motion: Fox  Second Pontsler to accept the minutes from the

July 1st, 2014  council meetings as presented.  Heitkamp called for the question.

Visitors to Address Council:

 

Mary Beougher addressed council with concern about Time Warner Cable.  She is also wondering if Wabash Communications will be a future option.  Jeff reported that we are in discussions but another option will not soon happen.

 

 

Mayor’s Report and Correspondence:  Reported by Gene Steiner

 

 

*  Summer Lunch in the Park program on Wednesdays from 11 – noon at Shanes Park.

 

* 5th Annual Sock Hop & Cruise-in – Saturday – August 2nd.  4 pm to dark.

 

 

Village Administrator’s Report – Jeff Long

 

Residents complainted regarding a Franklin St. property.  Notices have been sent.  He had until July 17th to comply.  July 18th if not in compliance – charges will be filed.  He will have another 5 days to come in to compliance.  If that doesn’t happen the village will have to clean up and assess to taxes.

 

We have a contractor ready to demo the West St. Property in approximately 2 weeks.

 

Committee Reports

 

Finance Committee –  Chris Heitkamp

 

Motion Fox to pay the bills in the amount of $27,213.98. . Second Pontsler.  Steiner called for the question.  Fox = y, Pontsler = y, Steiner = y, Heitkamp = y.  Passed 4 yes.

 

Motion Pontsler to accept the Mayors Court Pay in of $766.50.  Second Fox.  Steiner called for the question.  Pontsler = y, Fox = y, Steiner = y, Heitkamp = y.  Passed 4 yes.

 

ORDINANCE 03-14

 

BUDGET INFORMATION REQUIRED BY THE COUNTY AUDITOR FOR CALENDAR YEAR 2015.

 

1st reading  – 06/17/14

2nd reading – 07/01/14

3rd reading – 07/15/14

 

Motion Fox.  Second Pontsler.  Steiner called for the question.  Fox = y, Pontsler = y, Steiner = y. Heitkamp = y.  Passed 4 yes.

 

Service Committee:   Greg Pontsler

 

Sidewalks – Franklin St.  still on plans for the year but will wait until the demo is done before starting.

 

Park – We will be working on walk paths and will be pouring close to 3,000 sq ft of cement.  Engineering prints will be done soon.

 

Safety Committee:     Gary Fox

 

Intersection of Walnut and Franklin Steets has been revamped according to council suggestions.  We may add yellow centerline as another option.  We will see how the improvement works before changing any more.  Neighbors seem to be happy with changes.

 

Economic Development Committee:   Gene Steiner

 

There was no Economic Development Committee meeting since no one showed up.  Jeff supplied the phone and address listing that was requested.

 

 

Public Utilities Committee:   Steve Gehle – reported by Jeff Long

 

ORDINANCE 02-14

AN ORDINANCE LEVYING ASSESSMENTS FOR DELINQUENT WATER BILLS AND DECLARING AND EFFECTIVE DATE.

3rd reading – 07/15/14

 

Motion Fox.  Second Heitkamp to approve assessments.  Pontsler called for the question.  Fox = y, Heitkamp = y, Pontsler = y, Steiner = y.  Passed 4 yes.

 

Salt bids have been requested and will be opened on July 28th at 1 pm.

The Belle received 2 moveable handicapped signs for use when they are expecting a big crowd.

 

Motion Pontsler.  Second Fox to approved the road closure for the 5th Annual Sock Hop and Cruise in from Market St. traffic light to Franklin St.  Date is August 2nd.  Heitkamp called for the question.  Pontsler = y, Fox = y, Heitkamp = y. Steiner = y.  Passed 4 yes.

 

August 5th meeting – Mercer County Sheriff Department wants to present to council information regarding the jail inmate work program.
