Meeting Minutes: June 4, 2013

RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph on
Tuesday, June 4, 2013 at 7:30 pm at the Rockford Village Hall.

Invocation was given.

Pledge of Allegiance

Those present: Gehle, Steiner, Pontsler, Searight, Heitkamp
Blossom absent

Also attending:  Jeff Long, Amy K. of  the Daily Standard,  Sergeant Stetler,
Jesse & Kathryn Mullenix

Motion  Steiner   Second Gehle to accept the agenda as orders of the day.
Pontsler called for the question.  Steiner = y, Gehle = y, Pontsler = y, Searight = y, Heitkamp = y.   Passed 5 yes.

May 21 , 2013  council meetings as presented.  Heitkamp called for the question.

Passed 5 yes.

Visitors to Address Council:

Kathryn Mullenix addressed council with questions on how to find village ordinances.  She has lived her several years and would like to be able
to find villages ordinances possibly online in order to make home improvements without bothering village employees.  At this time, ordinances are not online.
The village employees are available most every week day and can be reached by phone or in person.  We will get her copies of the property ordinances by
next Tuesday.

 

Mayor’s Report and Correspondence:

Mr. Lowell Beougher has volunteered to serve on the Zoning Board.

Motion Gehle. Second Searight.  Pontsler called for the question.  Gehle = y, Searight = y, Pontsler = y, Steiner = y.  Heitkamp abstain.  Passed 4 yes.

The Village is in need of a volunteer to serve on the Park Board.  Please contact the village office with name and phone number.

Council approval to close Market St. from 1:30 – 9 pm on June 14th for the
Annual Cruise-in for Rockford Community Days.

Motion Searight, Second Gehle, Steiner called for the question.  Searight = y, Gehle = y, Steiner = y, Pontsler = y, Heitkamp = y.  Passed 5 yes.

 

Village Administrator’s Report – Jeff Long

Dollar General has indicated that the building will be delivered on July 1st.

Employees will be working at the park getting ready for Community Days.
We had to do some trench work at the park as a tile was broke down and
was flooding the playground area.  We are doing some finish work around the playhouse area.  Everything should like nice.

The Splash pad is fixed and ready to go.

 

Committee Reports:

Finance Committee – Ron Searight

Motion Pontsler to pay the bills in the amount of $9676.57 and the Shinns bill of $32,468.23 for the UV disinfection improvements  –  Second Gehle.
Bills included some salt and electricity. Heitkamp called for the question.  Pontsler = y, Gehle = y, Heitkamp = y, Steiner = y, Searight = y.  Passed 5 yes.

The Post Audit Meeting was held on Friday – May 31st at 2 pm.  Lisa needs to work on several issues with regards to the end of year processing.

A Finance Meeting was held on May 29th at 7 pm.  Discussion on open communications regarding budget and unexpected issues.  Need to come up with sensible ways to save money and be aware of how we are spending money.  Reviewed audit information.  There is a web site skinnyohio.org to learn about ways other villages have saved money.  Several tax related cases have been sent to the Celina Municipal Court for non payment and non filing issues. We will have another meeting in September.

The 2014 Annual Budget needs to be at the Mercer County Auditor by July 19th.  We will schedule a Public Hearing July 16th at 7: 15 pm before the council meeting.  This will need published in the Photo Star.

 

Service Committee:            Greg Pontsler

Received a letter regarding a West St. property.  The Service Committee will be sending a reply to the letter stating that the true property owner is responsible to have property conforming to zoning laws.  Citations will begin June 17th if not in compliance.

Other property and zoning issue letters have been sent.  At this time, we have not issued any citations.  There is progress being made, however we will be reviewing problem areas to make sure they are in compliance.  If issues have not been resolved or in the works, citations will begin.

 

Safety Committee:            Chris Heitkamp

Chris and Greg will be meeting at 2 pm on Wednesday to look at some safety issues.

 

Economic Development Committee:   Eugene Steiner

Sunshine Oil will be holding a Grand Opening during Community Days.

Dollar General in the works.

 

Public Utilities Committee:            Steve Gehle

ORDINANCE 02-13
AN ORDINANCE LEVYING ASSESSMENTS FOR DELINQUENT WATER BILLS, AND DECLARING AN EFFECTIVE DATE.

1st reading – 06/04/13

 

Rules Committee:            Peggy Blossom – absent

 

Old Business

The council seats of Steve Gehle, Gene Steiner, Ron Searight, and Chris Heitkamp will be on the ballot in November.  Any council member or residents interested in serving on council will need to have all paperwork to the Board of Elections by August 7th at 4 pm.

 

New Business

The lights at the school are still flashing.   They do not need to be since school is out for the summer.

Brush pick up will be next week – June 11th.

There are trees that are village property that need to be trimmed.  This will be referred to the Tree Committee.  They should be aware of all that needs done.
Trimming will be scheduled in the fall.

Contractor will let us know at least a week before arriving to work on Pearl St so we can let residents know.

The sidewalk to the Village office will be done this summer.
