Village Administrator’s Report – Aaron Temple

Aerators have been installed on the pond 1 at the WWTP – This is a waiting game to see if this improves odors.

New water meters have come in that was paid for by the covid funds.  We have 5 – 2” meters to install in businesses and 110 residential meters to change out.  We will be working on a plan to get these installed.  

Holly Wehe owns property at 509 South Street and has filed an application with the Village to change the zoning from commercial to residential.   She will be turning a storage building into 2 apartments.    We have steps to following and will begin the process.     We will publish a notice to let other residents in the area know of the change of zoning and they will have an opportunity to voice any concerns.     There is room for off street parking.  

Council should have received the new zoning ordinance.   Please take time to review as we should have the 1st reading at the next meeting.    There will be new requirements regarding junk cars, rubbish, public and private parking restrictions, updated fees and applications.      Once approved and after 3 readings we will be ready to go enforcements.

Looking ahead – we did not hire our 3rd maintenance person last year because of unknown financial implications of covid.     We did fall behind in projects such as the subdivision, signs and patchwork.   We need to start discussing if we can go with summer help again this year.  If so, would like to see if the 2 guys that were here last year would be interested again.   They did a good job and would be less training involved since they know our schedules now.    Then begin the process of hiring the 3rd person late summer / fall.

RESOLUTION 01-21

THE VILLAGE OF ROCKFORD, MERCER COUNTY OHIO TO PROVIDE FOR THE CURRENT EXPENSES AND OTHER EXPENDITURES OF SAID BOARD OF COUNIL OF ROCKFORD, DURING THE FISCAL YEAR ENDING DECEMBER 31,2021.

Tuesday – March 9th at 1 pm – Finance meeting.  We have guests Jared Ebbing and a representative from Access Engineering attending the meeting.  Thanks to Aaron for making these arrangements.

Safety Committee:     Chris Heitkamp –  (Mr. President) – 

The Fire Department is planning a drive thru Pancake breakfast on April 10th from 7 am – noon.  They would like to shut down the Pearl St. from Main to Franklin Street and would like to request approval.

Economic Development Committee:  Brad Now –

Shanes Crossing Subdivision – Lots for sale – 20% discount/ build through – December 2021.

Aaron did a good job covering utilities — have nothing to add.

Rules Committee:    Jessica Yoder

Old Business:

Yoder – Any updates on the Bus Stop at the Park ?   Will contact troop leader to see if she can give an update for the Park Board meeting on Thursday. 

Young – what can be done about the water drainage at Holly Lane curve ?   We are looking at a retention pond.   Need to contact Brandt again – haven’t heard anything back yet. 

Part time police — the schedule plan is working at this time.

New Business:           

Rockford Rec will be having events this year – baseball and softball – deadline is March 14th.   Can drop off forms at the Village Office. 

Need to approve the Rockford Rec officers for this year.   Will contact Jessica Shaffer to get updated information for the next meeting.

4 Council seats will be on the November ballot.   The deadline for petition at the Board of Elections is August 4th at 4 pm.
