Council called to order by Mayor Amy Joseph on

Tuesday, September 20, 2016 at 7:30 pm at the Rockford Village Hall.

 

Meeting was opened with The Lords Prayer.

 

Pledge of Allegiance

 

Those present: Gehle, Rutledge, Fox, Pontsler, Dooley, Heitkamp.

and Mary Beougher

 

Motion Gehle. Second Fox, to accept the agenda as orders of the day.  Dooley called for the question.  Gehle =  y, Fox = y, Dooley = y, Rutledge = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Motion Fox Second Gehle to accept the minutes from the

September 6, 2016 council meetings as presented. Pontsler called for the question. Fox = y, Gehle = y, Pontsler = y, Rutledge = y, Dooley – y, Heitkamp = y.  Passed 6 yes..

 

Visitors to Address Council:

 

Mary Beougher – Rockford Chamber President – Stopped by to offer a personal invitation to the Rockford Chamber Banquet next Monday night.  It would be nice to have Council support the Chamber events.  Doors open at 6 pm.  We also invite you to attend our Chamber monthly meetings on the 2nd Thursday of each month at 8 am.  We appreciate your support and want to hear new ideas.

Mayor’s Report and Correspondence:

 

Mayor Joseph noted receipt and review of Mayors Court pay in,

bank reconciliation, and bank statement .

 

 

Upcoming Community events:

 

 

This Friday and Saturday will be the Rockford Community Garage Sales

 

This Saturday evening – Fire Department Open House, meal and  Reverse Raffle

 

Monday – September 26th – Rockford Chamber Banquet – Community building

RSVP by September 16th.

 

Sunday – October 2nd – Beanfest – Live Music All Day ! 11:30 am – 5 pm

Music by Triad, Parkway JH Choir, Jerry Garcia and George Moore.

Food stand by New Horizons Youth Group

 

Christmas at the Park decorating – begins Saturday, October 15th –  need community involvement ~!  10 am – noon every Saturday.

 

Saturday – October 29th – Halloween activities:   Trick or treat from 6:00-7:30 and Judging @ the Fire House 8:00 pm.

Motion Rutledge to pay bills as submitted in the amount of $21,351.42.  Second Dooley.  Gehle called for the question.  Rutledge = y, Dooley = y, Gehle = y, Fox = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Motion Pontsler to accept the Mayors Court pay in: $ 1758.  Second Fox.  Rutledge called for the question.  Pontsler = y, Fox = y, Rutledge = y, Gehle = y, Dooley =y, Heitkamp = y.  Passed 6 yes.

ORDINANCE 02-16

AN ORDINANCE TO AMEND THE VILLAGE OF ROCKFORD INCOME TAX ORDINANCE NO 10-15 TO ACHEIEVE COMPLIANCE WITH THE PROVISIONS AND LIMITATION OF SB 172 SIGNED BY GOVERNOR KASICH ON JUNE 14, 2016 TO BE EFFECTIVE AFTER SIGNATURE OR 09/12/16. ( AS EMERGENCY MEASURERS SINCE IT’S ALREADY IN EFFECT.)

 

Motion Pontsler. Second Dooley.  Fox called for the question.  Pontsler = y, Dooley = y, Fox = y, Gehle = y, Rutledge = y, Heitkamp = y.  Passed 6 yes.

 

 

 

A Finance committee meeting was held on September 13th at 7 pm.  We discussed several insurance options for our employees.  One was a 8+% increase, the other increased the deductible at 2% increase, one had a HSA option and the last option was joining the Southern Ohio Chamber Alliance in a new plan backed by Anthem at a small savings.   After much discussion the Finance Committee recommends the SOCA plan.  Rates are good until May 2017.  This will put us in a large group.  This is a government accepted plan in lieu of the Affordable Care Act.

Side note on the insurance for the budget. We want to put in a 10% increase so that if rates go up in May they will be covered.  We also will be looking at putting some funds aside for future retirement payouts.

 

 

Service Committee:   Greg Pontsler

 

On September 8ther there was a Park Board Meeting. Some discussion on wedding receptions and kids being at the park without supervision.

 

Flag Football and Soccer has begun at Shanes Park.

 

We have discussed installing cameras at the park several times. So far no one interested in coming up with funds.  We have tried the cheaper route that didn’t work so well.

 

 

Safety Committee:     Chris Heitkamp – nothing

 

 

Economic Development Committee: Rob Rutledge  – nothing

 

 

Public Utilities Committee:   Wilbur Fox –

 

Mobilitie information was reviewed. Have problem with giving them right of way ground and no money coming towards village.  Will have more questions, if they come back with a different location.

 

 

Rules Committee:      John Dooley  – nothing

 

 

Old Business

 

Cats – 13 have been removed. The Health Department did an outside inspection.

Chris to follow up with Chad Miller that was here at the last meeting.

 

Basically if you own cats they need to stay on your property. They are your responsibility.   If you have cats on your property that are not yours and you don’t want around you are allowed to trap and get rid of them humanly.

 

Dumpsters – The Council wants to see them gone asap. Have Jeff contact Mahargs.

 

 

New Business

 

 

Picket Fence doing business although the Zoning Board said No ? She is allowed to have a shed in back and place ads online.  There is no commercial signage.  We have other home based businesses that don’t advertise in the residential areas.  Considered a Cottage industry.

 

Chief May mentioned that from time to time there will be 2 officers working traffic enforcement.   Wanted council to know in case there are questions about why both officers on duty at the same time.  Will alter some days, some nights, some weekends.  Police department had some training this week that will be reimbursed by the State.
