Council called to order by Mayor Amy Joseph on
Tuesday, September 4, 2018, at 7:30 pm at the Rockford Village Hall.

Pledge of Allegiance
Those present: Gehle, Young, Now, Pontsler, Heitkamp
Fox – absent
Also attending: Tom Stankard of the Daily Standard, Robby Peel, Brett Peel, Srgt Stetler, Ken Mote, Wesley Roby, and Caitlin Springer.
Motion Gehle. Second Pontsler to accept the agenda as orders of the day. Young called for the question. Gehle = y, Pontsler = y, Young = y, Heitkamp = y. Passed 4 yes.
Motion Young. Second Heitkamp to accept the minutes from the
August 21, 2018 council meeting as presented. Gehle called for the question.

Visitors to Address Council:
Ken Mote – approximately 3 weeks ago there was a sewer back up and basement flooded. Wanting to know about reimbursement from the Village. Upon investigation the problem was with a cable company that was doing work in the Village several months ago. The Village doesn’t have liability, but has considered the request and will work with Ken to come to an agreement. We would like to thank the City of Celina for their help in getting the problem fixed on a Sunday.
Robby Peel – questioned council that there was a meeting in Celina on Tuesday morning with Duncan Oil and the Board of Elections regarding information to be placed on the ballot. Wondering what is going on? The Village was not aware of meeting and we will have to find out.

Village Administrator’s Report – Jeff Long
Trailer park update – All trailers are gone. Next on the agenda will be concrete removal – probably a winter job.
We replaced 30 stop signs that were faded. We will be ordering more signs to complete the project.
3 dead trees were taken down and we have 1 more to go.
Fremont expansion has begun. They are taking applications.
The next big project – working on grants for street improvement of Route 33 east coming into Rockford to Front St.

Service Committee: Greg Pontsler
Park back in action – Flag football and soccer.
Safety Committee: Chris Heitkamp
Motion Young. Second Gehle to approve Wesley Roby as part-time patrol. Pontsler called for the question. Young = y, Gehle = y, Pontsler = y, Heitkamp = y. Passed 4 yes.
Mayor gave Oath of Office.
Economic Development Committee: Shane Young
Waiting to hear when next RADC meeting is to be held. Have contacted Tammy Cheek regarding subdivision for update on interest.
Public Utilities Committee: Wilbur Fox – absent
Jeff stated 1-2 weeks before lift station work begins for wastewater treatment project. Will be at least October before work begins at the plant.
Rules Committee: Brad Now – absent
Old Business
Council once again reminding residents – Do not mow grass into streets. Asking Police department to put letters on doors.
Several more properties need attention – State St, Franklin St. – need to send notices. (George, Dooley)
