            RECORD OF PROCEEDINGS:

  • Meeting held via Zoom meeting – permission from State during this ‘coronavirus’ – national emergency.

Council called to order by Mayor Amy Joseph, Tuesday, April 21, 2020,

at 7:30 pm via Zoom meeting.

Invocation –  we did not have 

Pledge of Allegiance – we did not have

Those present:  Young, Means, Pontsler, Now, Heitkamp

                                    Gehle – absent

Also attending:  Srgt Stetler, Sydney Albert of the Daily Standard.

Motion  Pontsler.  Second Young to accept the agenda as orders of the day.  Now  called the question.   Pontsler = y, Young = y, Now = y, Means = y, Heitkamp = y.  Passed 5 yes.

Motion Now.  Second Heitkamp to accept the minutes from the April 7, 2020 council meeting as presented.  Young called for the question.  Now = y, Heitkamp = y , Young = y, Means = y, Pontsler= y.  Passed 5 yes.

Celebrate Arbor Day Proclamation

I, Amy Joseph, Mayor of Village of Rockford, do hereby proclaim

April 24, 2020 – Arbor Day in the Village of Rockford.  I urge all citizens to celebrate and to support efforts to protect our trees and woodlands.

With the mention of Trees — Jeff Pontsler – Bird House project would like to display the bird houses in the downtown business area.   1 bird house per tree.  Some discussion regarding how long / birds nesting creating some messes along the sidewalks.   Amy will check with Jeff regarding intentions.

Community Announcements and events:

Wednesday – April 22 – Rockford United Methodist Church – drive thru Community Dinner     *note new time 4:30 – 6 pm

Saturday – April 25th – Parkway Food Pantry – Pre packaged food boxes from 9 am – 11 am on East Columbia St.   Must live in Parkway School District.

Saturday – April 25th –  Rockford Carry Out – Honoring our First Responders

                        Department vehicles on site

Sunday – April 26th – Rockford United Methodist Church / Rockford Belle Community Church sponsoring a Drive-in Worship Experience at the Rockford Community Building at 10 am.    This is will be broadcast on WRKD 101.3.

Tuesday – Mary 12 – Brush Pick up

Thank you to Jeff Ponstler for sponsoring the Shanes Crossing – Rockford Art Project –  Building bird houses for Rockford Area children to paint and hang in trees.  You can check out the projects on the Facebook page – “Shanes Crossing Rockford Art Project.

Thank you to Rockford Carry Out and Community Sponsors – they continue to deliver 160 meals twice a week with the Bag of Blessings project.

Discussions regarding Community Days will happen this week.  We are making attempts to reschedule some of the events that have been postponed.   Waiting on the May 1st announcements from the state.

Village Administrator’s Report – Aaron Temple

We are continuing to work on pot holes.   New playground equipment has arrived so we will be working on pads and turf.    Mowing season has started.  We are holding off on hiring another person.  Please be patience with village projects.

Committee Reports

Finance Committee –  Shane Young  

Questions regarding bills.

Motion Pontsler.  Second Heitkamp – to pay bills as presented $11,811.52

Now called for the question.  Pontsler = y, Heitkamp = y.  Now = y.  Young = y, Means = y.  Passed 5 yes.

Motion Pontsler.  Second Heitkamp –  to accept the Mayors Court pay in of $595.00.  Now called for the question.  Pontsler = y, Heitkamp = y, Now = y. Young = y, Means = y.  Passed 5 yes.

Budget 2021 –    temp budget to county auditor by July 15.  Finance committee meeting scheduled for May 1st at 1 pm.  Department heads – please submit budget information by May 1st meeting.

Motion Now to approve additional purchase orders and supplemental appropriations.  Second Heitkamp.  Pontsler called for the question.  Now = y, Heitkamp = y,  Pontsler = y, Young = y, Means = y.

We have replaced some stop signs – there are still some that need changed out.  Along with one way signs and some street signs.

Shanes Crossing Subdivision – Lots for sale – 20% discount/ build through – December 2021

We appreciate local businesses supporting the community – Rockford Carry Out and sponsors with Bags of Blessings.   Frankie Jos working on adjustments and offering a carry out window.    We appreciate all the adjustments the local businesses are making in order to keep doors / windows open.  Thanks to community for supporting the businesses too !

Judy — Annexation of additional Fremont Property.    – report at next meeting.

Public Utilities Committee:  Dr. Means

Rules Committee:    Steve Gehle – absent

Old Business:

Dumpster at Post Office — how much longer will it be there ?  Unknown at this time.

New Business:           

Dr. Means suggestion about a community garden at the Park.  We would need someone to take charge in leadership for this project.

The herb garden at the park needs attention  – local volunteer that was taking care of it has gone on to college.

Thanks to local businesses and sponsors for the Easter Baskets.    Since we had to cancel the Easter Egg hunt we randomly drove around town delivering baskets.  Was fun !
