RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, August 19th, 2014 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Gene Steiner.

 

Pledge of Allegiance

 

Those present:  Steiner, Pontsler, Dooley, Heitkamp

Gehle and Fox absent

Also attending:  Jeff Long, Kathy Thompson from the Daily Standard,  Srgt Stetler, Chase Heitkamp

 

Motion Steiner.   Second Pontsler to accept the agenda as orders of the day.  Dooley called for the question.   Steiner = y, Pontsler = y, Dooley = y, Heitkamp = y.  Passed 4 yes.

August 5, 2014  council meetings as presented.  Steiner called for the question.

Mayor’s Report and Correspondence:

 

Letter from the Rockford EMS requesting a council representative attend a meeting on August 27th at 7:30 pm.  Mayor and John Dooley to attend the meeting.

 

 

Village Administrator’s Report – Jeff Long

 

The West St. property demo is happening this week.  The basement concrete has been dug out and hauled away.

 

Received a letter from the State regarding our income ratings.  We are considered 56% low income which will make us eligible for funds through CDBG funds for the sewer plant upgrades.  There are grants available that we will work to receive.

 

Had interview on Spectrum – updated things going on in the village.

 

Attended the initial meeting for the Rockford 2020 Bicentennial planning meeting.  On June 25,1820 we became the 1st town in Mercer County.  We had 10 people show up for the initial meeting.  We have 5 years to plan a BIG event.  We will be making it a year long celebration.  Norm would like to see an executive committee and then several sub committees.  The next meeting will be on October 20th at 7:30 pm at the Village Hall.  Everyone that attended is encouraged to bring a friend to the next meeting.  We want to get the youth involved.  All businesses and organizations should have received either an email or letter about the meeting.

 

The 4-way stop at Walnut and Franklin has been installed.

 

Wednesday – Jeff and Blair will be visiting a WWTP using a biological treatment system that we may implement that is used to reduce operating costs.

 

Several ash trees will be taken town by village employees.

 

2 other condemned properties.  There will be an ad for 2 weeks regarding the Pearl St. property.  If we have no one come forward, we will be proceeding with the demo.

 

The Franklin St. property is probably salvageable, and we are working with a realtor to try to get the property sold, refurbished and livable.

 

 

Committee Reports

 

Finance Committee –  Chris Heitkamp

 

Motion Pontsler to pay the bills in the amount of $9176.76  . Second Dooley.  Steiner called for the question.  Pontsler = y, Dooley = y, Steiner = y, Heitkamp = y.  Passed 4 yes.

 

 

Motion Dooley.  Second Pontsler to accept the Mayors Court pay in of $527.00. Steiner called for the question.  Dooley = y, Pontsler = y, Steiner = y. Heitkamp = y.  Passed 4 yes.

 

 

Service Committee:   Greg Pontsler

 

The Chamber and other volunteers are working towards a Christmas event at Shanes Park.  We need volunteers to help decorate on November 8th and November 15th.

 

 

 

Safety Committee:     Gary Fox – absent

 

Economic Development Committee:   Gene Steiner

 

Held Committee meeting at 7 pm.  Jeff will be proceeding with a letter to individual to set up meeting and discuss proposal.  We are hoping to have a meeting set up and discussed before the next council meeting.

 

 

Public Utilities Committee:   Steve Gehle – absent

 

Hydrants have been flushed.  There are 2 that need replaced.  South / State and

South / Clay.

 

 

Rules Committee:      John Dooley

 

The ordinances by subject project has been completed.

There will be a Blues Concert at Shanes Park this Saturday – August 23rd .

Music by Portland Oregon’s Lloyd Jones will begin at 6 pm.   This is a fundraiser for Allisa’s House Ministries.

 

Rockford’s Best Mix is now streaming online at www.1013rkd.com

Beginning on Sunday – John Dooley will be hosting a show called “My Blues Show”  9 pm to midnight.

 

The Rockford Fall Community Garage Sales are back on September 12th and 13th.  Spaces are available at Shanes Park for out of towners that would like to set up.  For more information please call 419-234-2830.  You may sign up at the Rockford library or Rockford Village Office.

 

Chase Heitkamp reports there may be an 8 and under baseball tournament yet this year.
