Council called to order by Mayor Amy Joseph on Tuesday, August 6, 2013 at 7:30 pm at the Rockford Village Hall.

Motion Steiner. Second Pontsler to accept the agenda as orders of the day.

Striping new pavement. Painting curbs. We will begin tree removal.

Finance Committee – Ron Searight
Motion Blossom to pay the bills in the amount of $24,485.21, Second Pontsler, Steiner called for the question. Blossom = y, Pontsler = y, Steiner = y, Searight = y, Heitkamp = y. Passed 5 yes.
Motion Steiner to go into executive session at 7:36 regarding the purchase of property. Second Blossom. Searight called for the question. Steiner = y, Blossom = y, Searight = y, Pontsler = y, Heitkamp = y. Passed 5 yes.

Finance Committee is tracking loss revenue so everyone knows. Finances holding its own due to our reduction in spending. Every meeting we will have information regarding where revenue is declining. Some where we have to regain money for operations.
Breakdown on interest year 2008-2013. We have $15,000 less in interest.
Service Committee: Greg Pontsler
Service Committee meeting was held on July 23rd to discuss options on office hours. Discussed purchasing a sign with office hours. People can call for an appointment. There is a payment box outside the office for water bill and tax payments. Mayor states communication and consistency is the main thing.
Safety Committee: Chris Heitkamp
Concerns regarding State Highway 33. We need the speed down to 35 and a cross walk to the new Dollar General. We also need to proceed with sidewalks to 33.
Economic Development Committee: Eugene Steiner
People looking to see what prompted Dollar General to come to town.
Public Utilities Committee: Steve Gehle
Motion Steiner to approve North American Salt Bid at $100.83 per ton. Second Pontsler. Searight called for the question. Steiner = y, Pontsler = y, Searight = y, Blossom = y, Heitkamp = y. Passed 5 yes.
August 28th – deadline. All water accounts need to be current.
Rules Committee: Peggy Blossom
More concerns about safety on St Rt 33 and Dollar General. There is no parking available on West St.
Old Business
Reminder: The Council seats of Steve Gehle, Gene Steiner, Ron Searight, and Chris Heitkamp will be on the ballot in November. Any council member or resident interested in serving on council will need to have all paper work to the Board of Elections by August 7th at 4 pm
There is a property owner that has not come into compliance with repairs to building. Doors/windows still broken. Need to proceed with the next step. All in agreement.

Is it possible to pick up limbs twice a month?
Trash cans at park need to be emptied more often.
