RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph on Tuesday, July 16, 2013 at 7:30 pm at the Rockford Village Hall.

Invocation was given by Jeff Long

Pledge of Allegiance

Those present: Gehle, Steiner, Blossom, Pontsler, Searight, Heitkamp

Also attending:   Sergeant Stetler, Judy Koesters, Jeff Long and Amy K. – Daily Standard.

Motion  Steiner.  Second Blossom to accept the agenda as orders of the day.

Searight called for the question.   Steiner = y, Blossom = y, Searight = y, Gehle = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

July 2, 2013  council meetings as presented.  Gehle called for the question.

Visitors to Address Council:

Mayor’s Report and Correspondence:

Mayor to Jeff – questions regarding Stein tree.  Jeff to contact DP & L.  This was to be taken care of last year.  Might need to contact the operations manager.  Fremont might want to call also.  The tree has electric lines through it and DP & L needs to take care of this.

Work order for Fullenkamp roots has not been done yet.  It will be done as time permits.

Availability in the office.  There are times that Lisa is out of the office.  Is there a way to have someone in the office at all times?   This has been referred to the Service committee for discussion.  We need some options.

Service Committee – July 23rd – 6:30 pm.

Work orders need to be filled out and documentation as to when the work will be completed.

Professionalism:  we need to make sure that we are addressing everyone employees and residents with professionalism.  We are trying to make Rockford a better place for everyone.

When someone has questions, write things down and make sure you get back with the person either by phone or email.

Village Administrator’s Report – Jeff Long

Nothing at this time.

Committee Reports:

Finance Committee – Ron Searight

Motion Blossom to pay the bills in the amount of $8,733.64 –  Second Searight, Pontsler called for the question.  Blossom = y, Searight = y, Pontsler = y, Gehle = y, Steiner = y, Heitkamp = y.  Passed 6 yes.

Motion Steiner to accept the Mayors Court Pay in $559.00.  Second Blossom.

Pontsler called for the question.  Steiner = y, Blossom = y, Pontsler = y, Gehle = y, Searight = y, Heitkamp = y.  Passed 6 yes.

A Finance meeting was held on July 9th at 7 pm.  We discussed levy information, North Street Property, and budget.

Motion Searight to go into executive session at 7:55.  Second Gehle.  Steiner called for the question.  Searight = y, Gehle = y, Steiner = y, Blossom = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

Motion Pontsler to come out of executive session at 8:14 pm.  Second Gehle. Blossom called for the question.  Pontsler = y, Gehle = y, Blossom = y, Steiner = y, Searight = y, Heitkamp = y.  Passed 6 yes.

Scheduled a Finance Committee Meeting for July 23, @ 7:00 pm

Service Committee:   Greg Pontsler

Judy reported on ownership and some background information of the West Street property.  The owner and the land contact owners are both responsible for notices and citations.  Both should be included in all correspondence.

Those residents that have received warnings and have not complied should be receiving citations.

The sand volleyball court is about ready to go.  This has been done with donations and volunteers.  They are looking to possibly have a tournament yet this year and working on a league for next year.

Safety Committee:     Chris Heitkamp

The Rec Board is working on more block dugouts, getting cameras for the concession stand.

There are some stop signs that need replaced.

Economic Development Committee:   Eugene Steiner

Working on some projects.

Public Utilities Committee:    Steve Gehle

ORDINANCE 02-13

AN ORDINANCE LEVYING ASSESSMENTS FOR DELINQUENT WATER BILLS AND DECLARING AN EFFECTIVE DATE

Motion Pontsler.  Second Steiner.  Searight called for the question to pass ordinance 02-13.  Ponstler = y, Steiner = y, Searight = y,  Gehle = y, Blossom = y, Heitkamp = y.  Passed 6 yes.

Rules Committee:      Peggy Blossom

Concern about people falling behind on water bill payments.  After some discussion it was decided that several accounts need to be caught up or shut off.  If the water is shut off, the account needs to be paid in full before getting water back on.

Old Business

Reminder:  The Council seats of Steve Gehle, Gene Steiner, Ron Searight, and Chris Heitkamp will be on the ballot in November.  Any council member or resident interested in serving on council will need to have all paper work to the Board of Elections by August 7th at 4 pm
