RECORD OF PROCEEDINGS:
Council called to order by Mayor Amy Joseph on
Tuesday, January 15, 2013 at 7:30 pm at the Rockford Village Hall.
Invocation was given by Gene Steiner
Pledge of Allegiance

Motion Steiner. Second Gehle to accept the agenda with corrections of Motion to approve new Council Member, Nominations for Council President and the report of 2013 Council Committees as orders of the day.
Pontsler called for the question. Steiner = y, Gehle = y, Pontsler =y, Searight = y, Heitkamp = y. Passed 5 yes.
Motion: Searight. Second Steiner to accept the minutes from the
December 18, 2012 council meetings as presented. Gehle called for the question. Searight = y, Steiner – y Gehle = y, Pontsler = y, Heitkamp = y. Passed 5 yes.
Motion Searight to appoint Peggy Blossom to the vacant council seat. Second Pontsler. Heitkamp called for the question. Searight = y, Pontsler = y, Heitkamp = y, Gehle = y, Steiner = y. Passed 5 yes.
Congratulation Peggy ! Judy Koesters swore in Peggy Blossom with the Oath of Office.
Nominations open for Council President. Pontsler nominated Steve Gehle. Nominations closed. Steve Gehle will remain Council President for 2013.

Mayor’s Report and Correspondence:
Invitation to Wright State University 4th Annual Raider Country Night on Wednesday, January 30th, at the WSU Ervin J. Nutter Center. 5:30 pm – Sports Buffet and 7 pm Basketball Game
Question regarding snow removal: When are the alleyways done ? Jeff reported that alleyway areas always done last. Just a reminder to make sure we get them all.
Village Administrator’s Report – Jeff Long
Jeff had a meeting with the Engineers and EPA regarding the Sewer plant. Disinfecting process needs to be done by May of this year. We will be changing from a chlorine process to a UV process. The total project needs to be completed by May of 2017. Other debts will be paid off at that time, so we do not look to increase payments but to remain steady.
Fremont will not need to add a pre-treatment plant and we will be meeting with them to see how they will be helping financially with the process.
Plans will be submitted to the EPA by November 2014.
We are looking to purchase a smoke blower. This will help detect problems. The investment will cost approx. $2,000. We will be sending out notifications before we do testing. This is something the Fire Department will be involved in also.
Trailer Park had some sewer problems. We opened a bad line with a new line. They will be purchasing the materials and we will be helping with labor.
Question regarding the radio station. We haven’t gotten any more information. We need to contact Jim and see where things stand. Amy has contact information.

RESOLUTION 01-13
A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO SIGN A NOTE WITH THE PEOPLES HOLDING COMPANY FOR THE PARKWAY UTILITY PROJECT AND THE FRONT STREET IMPROVEMENT PROJECT.
Motion. Gehle, Second Pontsler, Steiner called for the question. Gehle = y, Pontsler = y, Steiner = y, Blossom = y, Searight = y, Heitkamp = y. Passed 6 yes.

Old Business
Searight – complimented the snow plow crews for doing a good and timely job.
Disappointed in the residents that are not cleaning and clearing the sidewalks and businesses that are not keep walks clean. We need to respect each other and take care of our village. We have a snow removal ordinance and there are penalties for not keeping the walks cleaned up.
Blossom brought up that people are snow blowing their snow into the streets. Jeff stated that that is not permissible either.
Jeff will get the ordinance information to the public.
